Considering the guitar's a closet piece being given away I'd have to say it needs a setup at the very very least, and if you don't play it's best to have someone who does do it.

I suppose the question is what kind of guitar are we talking about? If it's a "starter" type guitar to begin with it probably doesn't matter. If the person receiving the guitar does not play currently it also probably doesn't matter, and you can get away with just throwing on a new pack of strings.

If on the other hand it's going to someone who currently plays you might consider just giving it to them as is- they have a way, I promise you, that they like their guitar set up, and if you go get a setup done they're just going to thank you and then quietly undo what was done and redo it to their liking.

If it is a "starter guitar", I'd just tell Mark @ Metropolis to just set it up the way he thinks is best. He'll get it playable, and fine tuning can occur down the road.

Still waiting to hear exactly what it is you had in that closet!

yeah, man, not to sound harsh, but personally, I like to set up my own guitars. If you don't know how to do it. It's really easy to find out how. Even if you have a complicated set up, just look up the guitar make on youtube or something. But taking a guitar to a shop for one string, eh. Plus i would recomend stringing the whole thing. If it's been sitting in around for a long time, a new set of strings might do it some good. Check the neck too, to see if it's warped. Look at the action. (the distance the strings are from the frets)

i'll fifth it. he has also successfully retubed and biased my marshall amp with new-old-stock tubes (tubes that were made years ago but were never sold). please let him do a "set-up" on your guitar to ensure that the action, the bridge and the electronics are all doing what they should be.

I'll third suggestions for Mark at Metropolis. Great guy.

It is pretty easy to string yourself, assuming you don't have a double-locking tremelo, which is a bit more of a chore but not so bad.

What kind of guitar is it? Accoustic? Electric? Any time I hear someone say "I have this guitar in my closet" my heart skips- Could be like the time Erin Maiden on this board had a ES-335 Gibson model of some sort. That was pretty sweet.
