i wonder if there isn't a more creative way to sell areas....what about a park district, or river district? a sculpture district with actual sculpture adorning the streets?

Has the prospect of offering "cultural enrichment" in the form of promises from developers to include space in exchange for permission to go ahead and build whatever they want EVER yielded any "cultural enrichment"? Do any of you guys know of actual artists working living or exhibiting in newly built condo buildings? Have any of you ever went to an art show in a newly built condo? Are any of you guys Jersey City artists who were able to get lower rent in a new building simply because of your art background and the building had set aside some units for artist housing in exchange for relaxed rules about development?
I ask since I have in the past heard of such "cultural enrichment" incentives being offered at the outset of proposed condo development but I can not recall EVER hearing of their implementation once the buildings were done. I would feel better about the development of this property and the proposed alteration to the alley behind Loews, which I use EVERY DAY, if someone could point to an example of a "cultural enrichment" payoff that was brought about by real estate developers building tall condo buildings in Jersey City. I could be wrong but it seams to me that in the past it has always been a case of Bait and Switch.

Jersey City envisions arts district near historic Loew's By JERSEY CITY — The neighborhood behind the Landmark Loew's Jersey Theatre in Journal Square would be set for a radical transformation under zoning changes up for final adoption by the City Council tomorrow. The changes would allow the Harwood family to construct residential high-rises and arts facilities on a roughly 2-acre area the family owns that runs along the PATH tracks.
