what a joke - who chose this law firm? How do we know if their pricing is competitive or if they are Team Healy friendly? Given that Healy is involved with all abatements seems to me he knows exactly how the development process works.

This is a classic waste of taxpayer money that will yield nothing other than a minor tweak or two so the cronies in power can tell us how they've "fixed" the issues...

Fully transparent? This from the man who ordered the new tax assessment team be exempt from all sunshine laws and meet in private. Please.

Jersey City mayor to seek audit of building process

In the wake of an FBI corruption sting that has shaken the state's political landscape, Jersey City Mayor Jerramiah Healy will call tomorrow for an independent audit of the city's development process, according to Jersey City officials.

"In light of the events of July 23, 2009, we believe it is prudent to undertake a legal audit and analysis of our development process in order to verify that it is fully transparent, fair and efficient," Healy said in a statement expected to be released.

The city will retain the law firm of McElroy, Deutsch, Mulvaney & Carpenter LLP, to examine documents and legislation, and interview city employees in an "attorney-client privileged setting," according to officials.

The analysis is expected to last 90 days after which the firm will provide the city with a report of its findings and recommendations.

Healy also is expected to sign an executive order requiring all city directors and employees involved in development to undergo mandatory ethics training within the next month.

Calling the city's record of redevelopment "unparalleled throughout the state and country," Healy said the audit aims to ensure that the development process is "uniform and equitable and to restore the public trust."

Jersey City has seen one of the most dramatic redevelopment processes of any American city in recent years, attracting an influx of businesses, young professionals and families.

Planning director Bob Cotter who has overseen much of that redevelopment said yesterday he was eager for the audit to both dispel any suspicion from the development process as well as to provide constructive criticism for the future.

"Anything that will clear the air is welcome," Cotter said yesterday. "I'm very proud of the work that we do, and my staff are extremely professional."

According to Cotter, in the last 25 years, Jersey City has built 18 million square feet of office space, 20,000 waterfront housing units and 5,000 affordable housing units.
