Extension for Jersey City Superintendent Raises Flags at DOE

With the district slowly regaining some local control, school board's decision on Charles Epps could invite the state back in

The grandfather of state school takeovers nationally, Jersey City began to see a move back to local control in 2007 when the state granted the district some select powers.

But three years later, the question is exactly how much local control that should entail.

In or Out? Newark Superintendent Waits to Get the Word

Jersey City's school board last week voted to extend the contract of superintendent Charles Epps, a critical decision that for the previous two decades had rested solely with the state.

But the board's split vote has also set off a small tempest in the city, and now the state appears to be taking a second look itself.

A spokesman for state Education Commissioner Bret Schundler said yesterday that the state Department of Education ?is reviewing the contract extension to see that proper procedures were followed.?

Spokesman Alan Guenther also said that the extension would go to the state?s Hudson County executive superintendent, Timothy Brennan, who is empowered to review and revise any and all school administrator contracts in the county.

?And when he finishes his work, the commissioner will look at it,? Guenther added.
Contested Extension

Guenther would not detail what, if any, concerns the state may have. But the commissioner?s office is already in the midst of deciding whether to renew the contract for Newark?s superintendent, Clifford Janey, and the Jersey City board?s controversial vote last week hits even closer to home for Schundler, the city?s former mayor.

The Jersey City board extended Epps?s four-year contract an additional two years by a vote of 6-2, with one abstention. Epps?s contract was not up for another year, but a provision allowed him a full year?s notice if he was not going to be renewed, and the board moved to give him a vote of confidence with the extension.

But one of the two dissenting members of the board, Sterling Waterman, has contested the vote with a state ethics complaint, saying the public was not given required notice. And some parent and community leaders have questioned whether such a big decision should have been made without at least considering other candidates.

?I?m not pro or con Charles Epps, but should we at least look to whether we bring others to the table?? said Felicia Palmer, the PTA president at School 3 and co-founder of a district coalition of parent groups.

She cited the fact that a vast majority of the district?s schools remain on the federal warning list under the No Child Left Behind Act.

?Something?s not working,? she said. "Whether it?s the contract ... I don?t know all the politics. But I know there is something burning in the house, and we need to put out the fire.?

Shelley Skinner, a charter school leader in Jersey City and member of Gov. Chris Christie's transition committee, was more adamant: ?They seriously disenfranchised the community. They really flouted the law.?

Efforts to contact Epps and the board?s president, William DeRosa, were unsuccessful late yesterday.
State Had Been Seeking an Exit

Where the state comes in is through its long history in Jersey City schools after taking control of the district in 1989, the nation?s first such state takeover. New Jersey went on to take over Newark and Paterson schools as well, both of which remain under full state control.

Starting in the late 1990s, state officials and legislators began looking for an exit strategy from these districts, maintaining that the state control may actually be impeding improvement as much as helping it.

Jersey City was the first test case under new statutes for evaluating all school districts, as it was the furthest along of the three takeover districts in making improvements.

So, after a long and complex evaluation process, the state Board of Education agreed to accede controls in the district?s governance by the local board and in its the overall financial management. But in the same September 2007 resolution, the board retained ?partial state intervention? over personnel, instruction and operations, keeping its powers to review and approve decisions in those areas.

You're totally mis-informed. Have you ever been there? The place is at 2881 Kennedy (next door to 24 hr McDonald's) and has a wide variety of items as posted below.

They also have free bellydance performers at midnite, every Sat, with some of the most accomplished dancers not only locally, but traveling worldwide from places such as Turkey, Greece and Kuala Lampur.

Journal Square Cafe (aka Al Solimanya) is open from 4pm until 4am, no alcohol (or byob)as is Muslim owned, but many fruit juices, soda, tea and turkish coffee. Their are also board games and ping pong and of course hookah(shisha) in many flavors. Mohammed, the co-owner is a delightful and very pleasant man.

What do you mean by "YOU PEOPLE", Kindelan? You post here too so does that include yourself?

I know for myself that there are many people of color, blacks, latins/hispanics, asians who are against giving Epps a new contract for the same reason that those who spoke at the BOE mtg. (including myself) spoke out: Epps has done nothing in his 8 years to set benchmarks or goals for the public schools and that has resulted in the failure of 35 out of 40 schools on every standards test given in NJ. All Epps does is the same as the Healy administration and most of the city council save for Fulop, and that is rubber stamp patronage hires and intimadate those in the school system who would speak out except they're afraid of losing their jobs.

So if by YOU PEOPLE you mean folks like myself who will speak out against Epps and others of criminal ineptitude and not just whine on a board as others do at other sites, but speak out in person, for the record, then you have your thread right here, bro.

The bar table there was one of the better ones @ two quarters a game back in the 90's. I usually played at SOHO Billiards(actually north of soho, on Houston) where you rented tables by the hour and there was never a wait for a table through most of the nite except weekends.

Once they open we have to shoot some call pocket, open pool, 14 to 1 continuous.


I actually do know "where" Willyburg is (though I usually hear it referred to as "Billyburg", it's more alliterative). I still don't understand the reference to a bar from there. Are the owners from there? You can't really move a pub.

Even back in the 90's there were few tables around that would tolerate anything but 8-ball, and or were less than $1. The Downtown Raccoon Lodge had something of a pool scene with some 9 ball, and my longtime home base of Googies had some occasional 9. 14.1 is pretty tough on a coin table since you can't pull the foul balls!


Yeah, while BillyBurg is more alliterative, "Willyburg" suits me better as the place gives me the willys as does any "scene".

We would just play 8 or 9 ball at Kettle. SOHO Billiards is where we played call pocket 14.1 as we paid by the hour.

The closest real pool hall that I know of is Fat Cat Billiards (very close to the Christopher St. PATH stop in NYC)

The guy is seriously, physically impaired. At best a cane allows him only to barely walk. However, he should also qualify for both medicaid and medicare and I suggest the poster take him to the Social Security bldg. across from White Castle where they could do intake to process him for Medicare and he will definitely qualify for a motorized wheelchair.

Do you actually read (or understand) the things you rail against or do you just have a bag of cliches and buzzwords that you reach into whenever the opportunity comes up to use them? More importantly, in this case - the vote against the bonding wasn't a vote against development. If you were at the council meeting you would have heard him explain his vote: he's all for the project. It's much-needed and the jobs created are critical. You don't need to borrow money to do the project. The ordinance had nothing to do with whether or not the development will occur, it was only on whether or not the city should borrow $67 million.

You could sell the land today to Honeywell for more than that and have all the money you need without having to borrow a nickel. Instead, the city will take the money today, misuse it and then down the road - when they finally sell the land - the proceeds will be used to plug yet another budget hole on a one-time basis. And that hole will be the result of generous patronage raises and jobs and all the other crap that the administration wastes money on.

That's what the vote was on. I know that is inconvenient for your tidy little Fulop = Goldman, Sachs = Iraq war = Evil construction.

Based on what you said about yourself, working in NYC, hanging out w/friends late, it's a bad choice.

Let us know what your budget for apt is and we can tell you where to look. Generally by Journal Square, McGinley Square, the Heights, even downtown might be affordable if you're sharing a large apt, condo or house. Start first with your budget for housing then maybe some of us might help direct you to specific neighborhoods. Also, you should look for housing close to public transportation (PATH trains)that run 23x7x365 so you don't waste money on cabs late at nite or take a cab to a close location.

As to Jewett Ave late at nite, forget it.

Thanks Althea for the clarifications and hard work. But don't you think the "unattended children" thing needs refining? Surely you can't mean 17 year olds? 5th graders are allowed to leave school alone, probably they're old enough to be in a park without a parent. Maybe it could apply exclusively to the playgrounds without being impractical?

Behavior problems are an issue whether 13 or 30, and we need a method to deal with that, but an "R" rating for a park seems extreme, no?

You're certainly entitled to your POV, but at least recognize its that of a renter rather than owner. Most owner cheer the raised profile of Downtown JC as it not only raises their RE values but also brings more nice services to the area. Not all are to my taste or yours, but at least there's variety.


As if renter's didn't want "nice services" in JC as well as owners.

Fair enough as to looking out for your own interests as to your RE value but do you really believe that in our present economy, 25 to 30% real estate tax increases, 30% water increase, looming out of control school budget soon to weigh even heavier on taxpayers, Christie cutbacks across all areas, that you're looking at "raises (to) their RE values" based on puff articles in the RE section of the Times? I know you're not that naive Brewster.

Another Open House on Proposed Natural Gas Pipeline Scheduled for Tuesday Spectra Energy has scheduled another open house meeting about its proposed natural gas pipeline extension through Jersey City. The path of the 15.5-mile extension, which is traced in black in the map above, would come up from Staten Island into Bayonne then into Jersey City, where it would follow the route of the Turnpike extension, eventually crossing the Hudson River into New York. It is expected to bring up to 800 million cubic feet of natural gas per day to Con Edison customers in Manhattan. The plan is opposed by Mayor Jerramiah Healy, several City Council members(Councilman Fulop and others) and other elected officials, as well as some local residents. Spectra officials say it is still in its preliminary stage, but the company hopes to be serving more natural gas to Manhattanites, via the extension, by the fall of 2013. At Tuesday?s open house, Spectra officials will be on hand to answer questions on the proposed pipeline, the new meter station it wants to build near the former site of the Van Leer Chocolate Factory in Jersey City, land acquisition, the environmental impact or anything else. (There is also a Monday meeting in Bayonne.) Spectra Energy acknowledges in its Form 10-K (filed with the Securities and Exchange Commission on Feb. 27, 2009) that, ?some of our pipeline systems are contaminated with [toxic] PCBs.? The EPA has concluded that PCBs cause cancer in animals and are a probable human carcinogen. *Top Civil Penalty Ranking ? Spectra Energy?s Texas Eastern pipeline division is tied for #7 on the EPA?s list of the 21 ?Top Civil Penalty Cases of All Time,? the National Enforcement Trends (NETs) document which is on the EPA website. The $15 million penalty was for massive PCB contamination along the company?s 9,000-mile pipeline. I am among a group of property owners in Bedford County, PA, who fought Spectra Energy?s threat of eminent domain for 2 years. By the way, don?t relax because Spectra Energy says the project is still in its preliminary stage. In our case, the project manager for the Federal Energy Regulatory Commission told property owners that the Bedford County project ? while it was still in the proposal stage ? ?is a done deal.? Now that Spectra Energy is our ?neighbor,? there have been ongoing operational problems at this facility from the beginning. This includes emergency shutdowns which result in uncontrolled release of gas (toxic volatile organic compounds) and sometimes oily contaminate into the air (and on nearby properties). Spectra Energy keeps repeating that such shutdowns/blowdowns are not uncommon. But the company refuses to furnish the stats. After months of prodding, Spectra Energy finally admitted, ?Yes, we do track all of our compressor units? performance as part of our system reliability monitoring efforts, but this is not data that we report externally. In the meantime, based on unofficial record keeping by nearby landowners, there have been 25 shutdowns and/or blowdowns of the Steckman Ridge compressor station between August 23, 2009 (the first, big emergency shutdown) and the end of April 2010. And residents are still counting. Why must neighbors assemble information on the ongoing performance problems at this facility? Why doesn?t Spectra Energy disclose the information? Learn from our experience in order to protect your property rights, your health and your safety. Ask tough questions of the Spectra Energy representative, based on the information here. Ask how many explosive failures the company has experienced on its pipelines and underground storage reservoirs. Ask about PCBs. Ask the representative from the Federal Energy Regulatory Commission the likelihood of the project being approved. Ask about the use of eminent domain if property owners decline to ?sign up.? From our battle, a property rights blog emerged that tracks Spectra Energy and other companies involved in shale gas drilling or support functions. (By the way, the gas-rich Marcellus shale in New York and Pennsylvania is why this pipeline is being proposed.) Most posts are fully sourced with primary sources that include links or pdf files to the EPA, Pennsylvania DEP, Federal Energy Regulatory Commission, court documents and filings from the gas companies. So anyone can check our source of information. Listen, I loved Manhattan when I lived there and likewise Brooklyn and never thought about JC or other places. I love where I live now in JC too and don't feel the insecurity of giving a flip what Manhattanites think of JC. Get over it and grow a pair.

A panel discussion of statewide leaders including Rev. Reginald Jackson who is the executive director of The NJ Black Ministers Alliance and regarded as one of the 25 most influential people in NJ accordng to NJ Monthly Magazine; Ryan Hill the founder and CEO of the highly successful TEAM Charter Schools in Newark; and Whitney Tilson, will follow the presentation. This will allow for the community to engage directly with the experts on ways that we can work to improve our schools in Jersey City.

Mr. Tilson is often quoted as saying, ?the most important domestic issue facing our country is the mediocre performance ? and, in many cases, outright failure ? of many of our public schools.? His presentation illuminates the stark truth of that statement as well as those schools around the country that have achieved extraordinary success in educating even the most difficult-to-educate students. This is a challenge that we can take on in Jersey City with active leadership and an active community - I hope you can join me this Tuesday 6:30 p.m. in City Hall.

The Pipeline Safety Trust is the only national non-profit group that focuses on pipeline safety. At least 3 dead, 6 injured in Texas natural gas explosion

A natural gas pipeline exploded Monday about 50 miles southwest of Dallas, killing at least three people and injuring at least six, local officials and news media reported.

The blast occurred about 2:40 p.m. Central time when workers apparently struck the underground gas pipeline while digging near Cleburne in Johnson County, Tex., Cleburne Fire Chief Clint Ishmael told CNN.

"An unknown number of people are still unaccounted for," he said. "We're trying to locate those people."

The local television station WFAA quoted the Cleburne city manager as saying three people were killed and 10 were missing.

Ishmael said firefighters were trying to get the supply of gas turned off as a massive fire continued to burn more than two hours after the explosion. He said that was the only hope of putting out the fire.

The blast unleashed huge orange flames and a cloud of smoke, witnesses said. Television news footage showed a couple of vehicles burning in the vicinity.

Laura Harlin, who lives about a mile from the scene, told CNN she heard a rumbling noise that sounded like a jet engine when the explosion occurred. She said her house shook and the rumbling lasted for about 10 minutes.
