What's with the "Official Business" plaques in random truck windows?

So now I've seen this twice, the plaque says "Official Business City of Jersey City." The first was clearly a contractor working on a local home, the 2nd truck was unmarked with regular plates. Are they buying these from some shop or are they legitimate in some way?
