Maybe they cut someone off or weren't following some marine traffic laws out in the river.

Writing tickets to five people on three jet skis! The NYPD boat followed them across the Hudson, lit up the lights, then made them dock just east of Surf City/Marin Blvd. I don't know the infraction, but the cops didn't look happy. The boaters did have life jackets and the jet skis were licensed. I didn't see any Breathalysers in use either.
