The one problem I find with this, child molesters, rapist, coke heads, murderers, & arsonist are not necessarily poor and some of them can afford to live anywhere they choose. Not every crime involves groping and purse snatching.

Crime can be a large problem and still be down, the two points are not mutually exclusive.

Jersey City woman tells cops man approached and groped her

A Jersey City woman walking on Third Street was groped by a man who fled when she yelled to leave her alone and pushed him away Tuesday afternoon, police said.

The 31-year-old woman told police it was the second time this man -- described as being 6 feet with a thin build, a gap in his front teeth and a goatee -- approached her. She said that the man also tried to talk to her last week on Newark Avenue.

On Tuesday the man approached her at Third Street near Manila Avenue at 1:30 p.m. and said "Why won't you just talk to me?" police reports said. When he was rebuffed by the woman, he tried to pull her close and grabbed her breast and buttocks area, the woman told police.
