The game designer probably has a few ideas on how to implement a queue process that actually works and improve the system. Since PATH is already selling Fidelity ads on some of its trains, why not get Electronic Arts or some other big name publisher to take over all of its operations? Then the PA can focus on what it does best--spend more money filling up the hole that is WTC.
