That's a misleading headline... The initial suit took place in 2008, which was summarily dismissed by the presiding judge. The detective then appealed that decision, which was heard in late 2011 and decided on Friday. The appellate court reaffirmed the previous decision with another dismissal.
Reading through the appellate court's decision, this case reads more like an out-of-control detective who overstepped his duties and responsibilities in dealing with his neighbors, and other citizens, and then, when caught and reprimanded for that, decided to play the race card. I for one think that the JCPD acted responsibly in this case.
