PS 21 was on the North side of 12th Street between Erie Street and Jersey Ave. Just up 12th from the Holland Tunnel entrance. The big Port Authority Bldg is there now.

I don't know of any list , but here are 2 of the missing #s:

PS#18 was on Storms Avenue. It has been remade into apartments. The building is at least 100 years old.

PS#1 is (or was) on Duncan between Blvd and West Side Ave - closer to West Side Ave. I think now its an annex to PS #23.

Is there a list online that shows which missing numbers today were once used and for numbers that were once used, where these schools were?

P.S. 1; P.S. 2; P.S. 10; P.S. 13; P.S. 18; P.S. 19; P.S. 21; P.S. 26; P.S. 32; P.S.35 and P.S. 36 are the missing numbers.
