Wasn't Fulop supposed to be the smart, elite manager? I know if Healy was still mayor people would be furious at him for this. Any blame for Fulop?

Last time I saw the plow trucks roll by I noticed their beds were completely empty of salt.
So far, I haven't seen a single salt truck go by since it started snowing again.
