Actually, the city lied at the council meeting. If you watch the caucus meeting which I attended, corporation counsel stated the income guidelines are between $80,000 to $120,000 in which Councilwoman Coleman said artists she knows only make $20,000 a year. The reply for corporation counsel was the income is higher due to the neighborhood. So, the city is giving out 30 year tax abatements based $80,000 to $120,000 income guidelines. Also, during the public portion of the meeting. I used a phone to look up the sales price in that neighborhood. The prices were $350,000 to over one million, you would need an income of $100,000 to purchase at the lower end.
