I use that South ramp for launching a kayak, and I have never had to wait AT ALL. There are two ramps there, so even if someone else is pulling in or launching, you should be able to do the same.

They run a sailing school there for kids during the summer, so be careful with young kids in the water learning to sail.

Its an annual fee - I launch my fishing boat there and never that crowded (or I'm just lucky when I use it)

South end of Liberty State Park and the launch ramp permit fee is $170 for NJ residents, $200 for non.
