That's the smoking guy, right? I used to see him sneaking a butt on the corner of Pavonia and Erie. I also remember being in his office once way back in the early 90s when my kid attended pre-K there - his office smelled like an Ashtray

Here is the school district map. You can make sense of it if you zoom in several times. Basically the 16 zone is Grove St to the West, the water to the east, 1st St or 2nd st to the north, the marina to the south.

Personally I think any of the downtown elementary schools (3, 5, 16, 37) are fine, though people have different preferences. I have never heard any problems with safety.

As for alternatives. Stevens Cooperative is the one close by private school in Newport. Lots of downtown parents send kids to OLC, not just Catholic families (they have Diwali celebrations due to the number of Indian families). Primary Prep is up the hill but is probably the one affordable private non-religious institution. And then there are a couple of I Can't Believe It's Not Montessoris downtown.
