I don't think Jersey City has expediters as such, what you can do is hire a lawyer experienced with dealing with the building and zoning department.

Normally they would represent you at hearings before the zoning/planning/historic preservation boards, but the good lawyers will be connected with all the right people in the building department also.

Look at the minutes of the zoning board and see which lawyers are representing people (and winning!):

I have worked with the buildings department in the past-- for residential renovation-- but never for something large scale and non-residential. I understand how difficult they can be, and just don't want to deal with them.

My company is looking for someone who knows their way around the Jersey City buildings department. We may be looking to construct a rather large temporary structure (party tent), and we'll need to navigate the permitting process very quickly.

Anybody have any tips or contacts who could advise?
