It looks like the original steps started closer to the tracks, where it was flatter - so maybe it had a higher rise? Where can we find an old map or plan, do you think?

Design doesn't matter relative to vertical travel, a step is a step. The only difference is whether it's a 7" riser or 8" or whatever. Most likely the current landing is 35" or more higher than the old one, or the reporter can't count, or forgot to count the multiple landings along the way as steps.

The old design, and the new design are different. Here's a pic of the old one: http://riverviewneighborhood.org/100-steps-letters/

Thrilled that this is finally open, not at all thrilled about the cost. I can understand that to make it safe and secure would cost some dough, I'm thinking that maybe $1M is a bit steep, no pun intended.
Although I don't have a clue as to exactly what it takes and who is involved in a project like this, so that's just my opinion.

$10,000 per step - not bad for BIG GOV'T.

Typical Hudson County games. The missing five steps are probably in some pol's backyard.

New '100 Steps' opens in Jersey City after two decades and $1M
By Terrence T. McDonald/The Jersey Journal Jersey City this afternoon finally opened the new 100 Steps, a nearly $1 million project in the works for two decades that connects the Jersey City Heights with Paterson Plank Road, near a Hoboken light rail station. The project is a restoration of the original ?Franklin Avenue Steps? that were built more than 100 years ago and torn down in the 1990s after it fell into disrepair. The new, steel staircase is actually only 95 steps. READ MORE
