Today is the first day in 3 weeks without constant (every 30 seconds for 10 hours) barking - I guess someone got the message.

Just call Animal Control. If the dogs are there all day then it should be easy to write the tenant/landlord a summons.

People market electronic devices that are supposed to quiet dogs from a distance. I have no idea if they work.
