Is it public or private property? If public, ask to see the permit giving permission to close the sidewalk or street.

And if Goldman kept it open during construction (illegal but what does that matter?) and someone got hurt, they'd be evil too. So this way, they get to be evil while making sure no one gets hurt.

A guard there yesterday told me that it was protection from debris from construction of some sort that will be happening on the building. But I agree, they are evil.
