Two European men collared early Wednesday morning as they were about to spray a PATH train with paint are part of an international graffiti ring, investigators believe.

Steven George Ward, 20, of England, and Steven M. The, 27, originally of the Netherlands and now living in Brooklyn, were arrested Wednesday morning and yesterday had their first appearance at the Hudson County Central Judicial Processing Court via video link from Hudson County jail in Kearny, officials said.

Ward and The were charged with interfering with a public transportation facility, defiant trespass and criminal mischief for graffiti to railroad property. Ward was also charged with possession of marijuana.

A PATH officer patrolling the railway lines between Journal Square and the Hackensack River Bridge at 3 a.m. saw two suspects preparing to spray-paint PATH trains, officials said.

A camera and spray paints were confiscated.

Samuel Plumeri Jr., superintendent of the New York and New Jersey Port Authority Police, compared the investigation with "peeling back an onion," and said the two individuals have already been tied to "previous attempts to deface PATH property."

"This investigation is very active with the Hudson County prosecutor and we are quite sure this will yield additional arrests," Plumeri said. "We are confident that this is an organized graffiti ring of people who do this nationally and internationally."

Hudson County Prosecutor Edward DeFazio confirmed the matter is being referred to his office for presentation to a grand jury.

Although the train services had to be stopped while the pair was arrested, Port Authority officials said that because it happened early in the morning there was minimal disruption to services.

"These alleged actions by the defendants can cause serious disruption in mass New Jersey Transit and to the public. The public at large is subject to inconvenience and alarm," DeFazio said. "We welcome European tourists to Hudson County as long as they are not here to commit offenses."

Ward, who was represented at yesterday's hearing by a public defender, told the judge that he is in the United States on a "seven-day holiday."

Both suspects were ordered to appear in front of Superior Court Judge Sheila Venable for a pre-indictment hearing on March 19.

When CJP Court Judge Richard Nieto asked Ward if he understood, he was looking down with his hands on his head. He then looked up and mumbled, "Yeah."

Nieto asked if Ward wanted the British Embassy to be notified, and he said that he did. The British Consulate in New York did not reply in time for publication.

The, who declined an offer for the court to notify the Netherlands Embassy, did not qualify for a public defender because his income was too high under state law.

Bail for both defendants was set at $50,000 bond or $5,000 cash, on the condition that they surrender their passports.
