If your rent price is accurate that makes this market interesting, indicating a GRM much lower than multifamilies around town.
Your desire for a cash deal could limit your price. The numbers for an investor borrowing are simply so much better. For $125k cash I could buy a $500k unit, which will yield 4x the market appreciation. But on the other hand it likely won't have the same GRM.

I should add:
monthly maintenance is $320. 4th floor (5 floors total). Corner unit, with views of Van Reypen Ave. elevator as well as center and side stairs. Heat and Hot Water included. Gas/oil heat. Ceiling fans in the bedroom and living room. I'd like 135K, as is. Great price for a 1 beroom. Renovated studios have sold for $150k in August 2018 Renovated 1 bedroom sold for $210k in November 2017
