Does this mean big fines for building owners who have passer-byes throwing a can or bottle into the non-recyclable trash cans during the nightly pickup?

I wish the city could nail the jerks who dump old CRT tvs / computer monitors on the streets in PH. I am sure that happens in other parts of the city. Happened again last week.
