You may be thinking of UMDNJ which has been renamed. As to the original question, I really am guessing here, but I would call whichever agency in Newark performs building inspections and tell them what you're trying to do. If they can't help you, they may be able to help direct you.

Columbia University has an archive of real estate brochures for NYC buildings, many include floor plans. Perhaps, what used to be called NJIT has a similar archive for Newark, since it is a local School of Architecture.
