The survey was conducted in February and March and 395 people responded, officials with the association said. On June 23, the City Council voted unanimously to have the park - located on all four corners of Washington and Grand streets in Downtown - redesigned by members of the association working with city officials. The new agreement would also allow the association to raise and donate funds to cover the cost of the new park. "In light of the economic challenges you're seeing more and more community groups take ownership and responsibility of different aspects of their neighborhood," said Ward E Councilman Steven Fulop, who sponsored the resolution. Stephanie Daniels, head of the Historic Paulus Hook Association's parks committee, said the group is drafting a request-for-proposal to hire a firm to do conceptual drawings of the park and hopefully ground will be broken next year. Daniels said the survey shows people want trees for shade, dedicated sitting or relaxing space, separate play areas for toddlers and older children, gardens accessible to the public, lawns, picnic space, and a historic element to the park. This has nothing to do with the public space at the waterfront.

In any case, the Paulus Hook Park was assessed under the 2008 parks master plan.

The victim, a resident of Monticello Avenue, said he was at a park on Monticello near Bramhall Avenue at about 9 p.m. when a man rode by and shot him with a small black automatic handgun from a distance of about five feet, reports said. The victim could only describe his attacker as a black male, roughly 19 years old, reports said. A friend, who was with the victim, told police he didn't hear or see anything, reports said. Doctors at the Jersey City Medical Center concluded the injury was not life-threatening, reports said. KEN THORBOURNE

Macy's fireworks display 'spectacular' from Hudson County side

Hundreds of thousands of spectators gathered on the Hudson County waterfront last night to view the spectacular Macy's Fourth of July fireworks display along the Hudson River.

Spectators of all ages crammed into Frank Sinatra Park and strained to see the fireworks through the trees. Others watched from Weehawken and still others took in the sight from the Palisades.

Macy's unleashed rocket after rocket from six barges directly across from Weehawken and the northern end of Hoboken, with expanding giant orbs of green, blue and red bursting over the Hudson River.

Some left golden trails while others left behind colored points of light. A string of boats across the Hudson were silhouetted by explosion after explosion, at times looking like a battle scene bathed in red.

Meanwhile, vendors in white tents sold crab cakes and other festival fare.

Ending as it began with a flurry of red, white and blue, the crowd erupted with cheers, claps and whistles. The half-hour display drew words like "fantastic," "spectacular" and awesome from spectators.

Amrish Kathiari, 77, of Garden Street in Hoboken had much of his view obscured by the crowds, but he was not worried. He was recording it from television at home to watch when he got home, he said.

Liz Rojas, from San Antonio, Texas, who came with friends she is visiting in New York, said the pyrotechnics lived up to her expectations.

"They were awesome," Rojas said.

Amena Kadiehai, 21, from Raleigh, N.C., who was visiting friends in Hoboken and New York, described the fireworks as "amazing."

"It's really different and bigger," she said.

Linda Edenfield, from East Windsor, who last saw the Macy's fireworks with her husband, Guy, 20 years ago, said they were the "best fireworks we've seen."

Judging by the stream of skippers and guests leaving Jersey City's Port Libert? marina yesterday to take in the fireworks - with six-packs in hand - Friday's fatal boat accident near the Statue of Liberty didn't keep many boaters landlocked.

But the tragedy that left a 30-year-old Bergenfield fiance dead and put a 39-year-old Jersey City man behind bars was a sober reminder to the dangers of navigating a boat and the alertness needed to do so safely.


Preparing to take out a group to watch the fireworks from the marina, Port Libert? resident Gerry Vadas, the owner of the 33-foot motor cruiser, Open Late, said he even designates passengers to keep an eye out for debris.

"Safety is very important you have to do the checks and balances before you go out," said Vadas. "Most importantly, the person operating the boat can't be drinking."

Port Libert? resident Richard Aquilone, 39, a married father of three young children, was charged with vehicular manslaughter, operating a vessel under the influence, and endangering the welfare of a child, in Friday's fatal crash, police said.

Aquilone, with his family aboard, was piloting a 30-foot Pro-Line fishing boat, when it struck a 17-foot Bayliner, killing Jijo Puthuvamkunnath, 30, of Bergenfield, who was engaged to be married next month.

Two other men on the craft with Puthuvamkunnath - both 30 - were rescued by NYPD marine units and taken to waiting emergency crews at the Liberty Landing marina in Jersey City, according to U.S. Coast Guard Petty Officer Thomas McKenzie. They suffered minor injuries and were released from the Jersey City Medical Center Friday night.

The New York Daily News reported that Aquilone's boat - the Reel Impulsive - hit the wake of a passing speedboat and then crashed down atop the Bayliner.

Aquilone refused to give blood but registered .06 on a Breathalyzer after the crash - a reading below the .08 legal limit, according to published reports. Authorities said that's why he wasn't hit with the more serious charge of boating while intoxicated.

A partner at a Manhattan financial equity firm, Aquilone posted $50,000 bail Saturday night. If convicted on all charges, he could face up to nine years in prison.

While on the ground, one of the robbers went into the victim's pocket and grabbed his burgundy and silver Sprint cell phone, reports said. Darnell Williams, of Jersey City, was stabbed once in the right lower abdomen near the groin, and once in the upper left abdomen, Hudson County Prosecutor Edward DeFazio said. The man believed to be the killer - a black male wearing light-color cargo pants and a black T-shirt - was last seen walking west on Montgomery Street, DeFazio said. The establishment is located at 775 Bergen Ave., near Hudson Catholic High School. The motive for the homicide has not been established, but Williams apparently had a confrontation with his attacker before he was stabbed, DeFazio said. There were a number of witnesses to this murder and some of what happened was captured on surveillance video that detectives are reviewing, DeFazio said. Initially witnesses did not realize Williams had been stabbed. Once they did, they flagged down a Jersey City cruiser, DeFazio said. Williams was treated at Jersey City Medical Center, where he died shortly after 11 a.m., DeFazio said. They should make private organizations pay for the parades. For example, the Ancient Order of Hibernians in NYC actually is the org responsible for the St. Patrick's Day Parade in NYC. Of course, the city has to pay for all those cops

A few weeks ago we passed Tommy Two Scoops and the door was open. We walked in and even though the place wasn't technically "open", the owner asked us if we wanted to try some free gelato anyway.

It was really good (we had vanilla with Nutella topping) and the owner (Seth) was really nice. We'll definitely be stopping by again to try the rest of the flavors, a great addition to the neighborhood.

were those signs up today? because as I was leaving the park this afternoon via the Jersey Avenue pathway, there was a long line of cars entering the park on Audrey Zapp. I couldn't help but think that there was going to be a large crowd of disappointed fireworks fans in LSP tonight.

+1. I also think people fail to realize that when the retirement age (for social security) was set, the life expectancy was almost 20 years younger than it is today. Agree about defined benefit pensions not being sustainable. However, it was not only Social Security's life expectancy rate but primarily the insurance industry that led the push for defined benefit pensions so they could sell lots of product as being the only ones then who could guarantee the underlying financial goals of such pensions. After Reagan's deregulation the financial sector entered in droves selling these products and by then the political support nationwide with stakeholders holding these pensions, both corporate and public employees, were continuing to argue for their merit. Now states like California, Illinois, NY, and NJ have the largest unfunded pensions that should force each states to bring this to the ballot and to force NJ to consolidate municipalities which can only be done by Gov Christie or we will likely die under this albatross of wasted expenditures.

The agency also expects ?significant? changes could be on the horizon related to accounting, reporting and how a government funds its pension obligations.

Every weekend, I see a bunch of volleyball players at Peninsula Park. I'm just wondering who these people are? I've never actually seen these people in the neighborhood, and they all seem to arrive by car.

I heard about this project while listening to WNYC. There are only three Hudson County comments so far - and one comment mentioning how Hamilton Park has changed since the renovation.

Where can I apply for Medicaid?

In New Jersey, you must apply for Medicaid through your county board of social services, often called the ?county welfare agency.?

However, you should still meet in person with a Medicaid worker, who should ask you about the help you need. The worker will evaluate you for all types of Medicaid and other assistance programs. What proof do I have to show when I apply?

You must show proof of identity, residency, household income and, for some Medicaid programs, proof of disability and amount of resources. (Note: The home you reside in is not counted as a resource for Medicaid eligibility.) You also must show proof of citizenship status and provide your Social Security number. Household members who are not applying for Medicaid, including parents of children, do not have to furnish their Social Security numbers.

How long does it take?

Medicaid must process your application within a reasonable amount of time and give you a written explanation if there is a delay. You also have a right to a copy of your completed application if you ask for it. If you are determined eligible for Medicaid and you have unpaid medical bills from the three-month period immediately before the month of your Medicaid application, the State will pay for those services if you were eligible for Medicaid at the time of the service. This is called ?retroactive eligibility,? and you must apply for this coverage within six months of the date of your Medicaid application.

What if Medicaid decides that I?m not eligible?

Medicaid must give you a written denial that describes the legal basis for Medicaid?s decision. This document must also inform you of your right to appeal this decision by requesting a fair hearing before an administrative law judge within 20 days of the date of the written denial. How do you figure any of that? Had he guy been operating his boat in a responsible and alert manner a wake should not cause him to slam into a anchored boat. Both are usual maritime occurrences, particularly in that area.

As a longtime sailor and paddler, I've seen plenty of cowboys at the helm of craft they had no training for and drunk to boot. It can be terrifying in a smallcraft when you realize that powerboat bearing down on you at 40 mph has no one actually looking ahead of it. I had a 60 foot Coast Guard Auxiliary vessel do it to me recently when I was out in daylight and perfect visibility in a bright yellow kayak.

I've seen the Shark Tourist boat all the time on the Hudson River and it does go super fast which creates large ripple waves and super loud (there's no way other other boaters can't hear it coming) that smaller boats or NY Waterway don't sail near it or try to tailgate nor out-sail it on the water. The driver of the boat (Aquilone) did because that is the only way why he swerved with impact and hit the boat where the victim was.
