San Bruno fire chief puts explosion death toll at 6 September 10, 2010 | 4:21 am Chopper580 The explosion and massive fire that ripped through San Bruno left six dead, the fire chief said Friday morning, and he expected the toll to rise as more homes are searched. San Bruno Fire Captain Charlie Barringer stood on Glenview Drive a block above Claremont Drive about 2 a.m. and surveyed the damage as firefighters pointed their hoses at the smoldering remains of a half dozen homes. The power was still out. Spot fires were still burning in yards near the charred remains of station wagons, the air thick and acrid. Many houses remained eerily untouched, SUVs still parked in the driveways, solar-powered garden lights burning, newspapers wrapped in plastic still lying where they were tossed on the grass Thursday morning. Barringer has been based at the local station for the past three years, one of three firefighters on Engine 52, the first to respond to the explosion. ?I thought a 747 had landed on us,? he said. ?It shook our station right to its foundation.? Within a minute, he had sounded a four-alarm fire, he said. Soon after, he said firefighters discovered a gas line had exploded, destroying not only homes but the grid of water mains that supplied the local fire hydrants. His crew had no water to fight the fires. ?We were overwhelmed. We had multiple neighborhoods on fire,? he said. Barringer said the neighborhood has not had problems with gas leaks in recent years. A PG&E crew of several men with hard hats, shovels, an earth mover and two trucks was out at the corner of Claremont and Sneath Lane as he spoke, digging through the concrete, but they referred questions to a spokesman. Neighbors standing across the street claimed a gas line runs nearby, and a slight scent of gas was in the air Friday morning. Barringer said that when his engine first responded to the explosion, the crew strung together hoses to pump water from two to three miles away. By 2 a.m., they were still using the hoses. Police and coroner?s investigators roamed the darkness with flashlights, snapping photographs, setting up road blocks with flares and saying the area was considered a crime scene. Kathy Crouse, 61, sat on a corner in the dark with a police scanner, waiting for news. Her house on Sequoia Avenue was not damaged by the explosion, she said, but a friend who lived on Claremont fled just as her house burned, grabbing her car keys as flames singed the shirt on her back. Crouse bought her a new shirt at Kohl?s and the woman went to stay with her daughter nearby. ?She?s so in shock,? Crouse said. Crouse works at the CVS in town, which like many businesses offered donated food to those displaced by the explosion. When she stopped by late Thursday, she said a neighbor asked her whether his house had survived. She didn?t know, and was unsure what to tell him. Her son, a carpenter, helped other neighbors build wooden braces to stabilize the fire hoses snaking across the roads. ?All we can do is rebuild and move on,? Johnson said as he stood on Sneath overlooking Claremont, where billows of smoke rose from burned homes. While Johnson waited, a woman who said she lived at the corner of Glenview and Earle Avenue?the epicenter of the explosion?walked by looking for her son?s girlfriend. Her son was among those badly burned by the explosion, she said?he had been home at the time, walked outside with his girlfriend and was burned. His girlfriend has been missing since. She walked off into the darkness in the direction of her home, Johnson said. A state official said Thursday night that 53 homes had been destroyed. ?It?s horrible,? Barringer said. ?It?s real difficult for us. This is like a second neighborhood for me.? His crew saved about 20 homes on Glenview, he said. They lost five. Barringer said he had worked strike teams in the Los Angeles area during past fire seasons, and was grateful to see firefighters from surrounding counties pitching in to handle the aftermath of the explosion. He pointed to a shopping plaza on the opposite hill, where officials had set up a command post. ?We?ll be out here probably for at least a week,? he said. Sixth Street Embankment owner makes case to Jersey City Zoning Board to demolish structure Published: Wednesday, September 01, 2010, 9:06 PM Updated: Wednesday, September 01, 2010, 9:09 PM Melissa Hayes Developer Steve Hyman is asking the Jersey City Zoning Board of Adjustment to allow him to tear down the Sixth Street Embankment walls so he can build town houses. The owner of an elevated parcel of land along Sixth Street in Jersey City began making his case to the Zoning Board of Adjustment tonight as to why he should be able to knock down the sandstone walls and build townhouses. The meeting began at 6 p.m. and developer Steve Hyman?s first witness Hoboken architect Dean Marchetto is still on the stand speaking about the architecture and aesthetics of the old railroad embankment. Hyman?s attorney Michele Donato spent about half an hour questioning Marchetto on his credentials and having him review historic projects he has worked on. Marchetto detailed his experience in restoring historic sites and finding new uses for them and the ability of architects to design new construction that fits in a historic neighborhood. Hyman?s team is using the city?s own words to argue why the embankment should be demolished. In 1998, the city deemed the embankment an area in need of redevelopment. Marchetto cited the city Planning Division?s report from that year, which calls the structure a ?nuisance? that separates the Hamilton Park neighborhood from the Harsimus Cove neighborhood to the detriment of the communities. Marchetto testified that there is nothing special about the architecture of the wall that would make it historically significant. ?It?s an ordinary block wall of its time,? he said noting that some of the sections closest to the waterfront have been removed over the years to make way for development. Marchetto is in the process of detailing the various design plans Hyman has proposed since his wife purchased the property in 2003. In December 2003 Hyman met with the Embankment Preservation Coalition to discuss the coalition?s goals for the land, the coalition and city officials have been fighting to turn the property into a park, with the hopes of NJ Transit placing a light rail link there in the future. The embankment consists of six elevated parcels of land and covers eight blocks along Sixth St. from Marin Boulevard across Newark Ave. It once served as a freight line with seven sets of tracks, known as the Harsimus Stem of the Pennsylvania Railroad. Despite the 1998 study, the city moved to preserve the property, landing the dispute in court in 2005. The case has been through state and federal courts and Hudson County Superior Court Assignment Judge Maurice Gallipoli recently ordered the Zoning Board to hear Hyman?s request to tear down the walls. Hyman is proposing 32 townhouses on each of the blocks, but wants to tear down the walls in order to do so. This deviates from the original plan conceived after meetings with the embankment supporters in 2003, that would have preserved several of the blocks, which concentrating development on two of the blocks. Hyman would have needed a variance to increase the density at Marin Boulevard and Mainla Ave. and has said the city rejected that proposal. Once Marchetto is done explaining the plans, which include efforts by Hyman to preserve the walls, the Embankment Coalition?s attorney will have a chance to cross-examine him. The meeting has been moving slowly and is expected to end at 10 p.m. After giving his background as to why he should be considered an expert witness, Marchetto began discussing the embankment around 7:30 p.m. By that point, several audience members including City Councilmen Steven Fulop and Michael Sottolano had already left the meeting. Donato said she expects Marchetto to be the only witness tonight. She told Zoning Board members she would need two or three more meetings to make her case on behalf of Hyman. No one is saying we don't need NJ State, County and all agencies and individuals who want to file intervenor standing as well. There is movement behind the scenes I can't speak about, but know that without constant pressure for JC to first seek intervenor standing nothing will happen. It's called a "setup question" as those who know me know that I too would be "SHOCKED SPEECLESS", if anything productive came out of his office to stop this pipeline. Only the city can stop this action by becoming formal intervenors, with legal standing, in a suit against Spectra and by using re-zoning laws to forbid such gas pipelines of any diameter greater than 12", with any pressures greater than 800 psi being allowed in JC.

You're absolutely correct imo that FERC is not only not independent but complicit in approval of these gas pipeline projects. That's why we fight them on all fronts, hearing processes, media outreach, public comments, litigate as intervenors (Jersey City must do so), appeal to our Senators, Congressmen, public agencies and posting as much info on the sordid past and present of the gas industry and Spectra specifically. Why is Christie silent on this issue? Is it due to NJ being a partner to these projects for revenue generated to the state?

Agree. We have never been against the pipeline, only against running it through Jersey City. The alternative we support is running it from Staten Island direct to NYC under the Hudson River where it currently is planned to connect to NYC at 14th or 16th St for Con Ed and then points North for NY State. Since the direct benefit is for NYC/NY they should bear the direct risks. There is no doubt this pipeline "is going to happen",and agree that "Jersey City is the wrong place for it and that there are alternative places for it." All public comment should emphasize the alternative of running it direct from Staten Island direct to NYC.

Carol apologized for her abstaining on July 22nd and had reasonable reasons why she abstained. Let's see what happens on Aug 11th when every vote against extending Epps contract without a National Search will count and show how each board member is positioning him or herself on the board. I believe in giving everyone the benefit of the doubt until proven otherwise. I also understand that good people may differ in what they do and how they see an issue, especially those who differ with moi.

The letter below from Superintendent Epps and the school board is the result of us speaking out at Wed night Board meeting.
Thanks to Carol Lester and Sue Mack for getting this on the agenda at the last minute, speaking to it's importance and allowing members of the Jersey City NO Gas Pipeline to speak as well. Thanks also to Senator Lautenberg, Chris Summerhayes, Councilman Fulop, Mayor Healy, Councilman Sottalano, Jennifer Morrill, Dan Levin and many others here who have been pro-active in contacting many others to step up and object to the Spectra Natural Gas Pipeline.
See you Aug 4th, 7-10 PM for comments, (6PM is for Spectra Q&A)at Ferris High School and make your comments that nite, by mail or online at www.ferc.gov. Refer to prior posts here for more detail as to addresses and processes to file before Aug 20th when scoping session ends on this project.

I was there too and it was all a show, the procession of Sandra Cunningham, Charles Mainor, Jeff Dublin, Viola Richardson, and vendors who depend on the largesses of patronage contracts, all there to play politics with the over 28,000 children in our public schools. Brits would call them wankers. I'm surprised DanL that you would coutenance to just "move on"? T-Bird eloquently states why Epps is a lose/lose situation if he gets his contract extended. We need someone who is not gaming the system to feather their retirement bed. Carol Lester abstained on July 22nd (she explained why as there were both process and legal questions still not resolved )and I hope she will not just be "moving on" in her vote Aug 11th as both you and I and others here supported Carol to bring change just like Sterling Waterman is doing. I know that Sterling Waterman will be voting for a National Search and that Angel Valentin thinks he "was tricked". as he states repeatedly, to call for a National Search. *NOTE* Carol Lester did a great job in putting the Spectra Natural Gas Pipeline on the agenda and allowing several of us to speak to this issue. Carol's efforts were very successful as will be noted in further discussion to be updated soon Here on JCList If the Board is so afraid of the even "possibility" that there are better candidates for Epps positon as Superintendent based on their results, then that would explain all the hubris of not wanting a National Search. If the Board were secure in that Epps is the best candidate why not expose him to the process of a National Search? As one resident spoke up said near the end, "What are you afraid of?" The "show", had anyone not speaking on Epps behalf as scheduled after all these "public officials" spoke who not surprisingly came unscheduled and so the Board allowed them the "courtesy" of speaking first, before us all on the scheduled agenda. The audience was stacked with those who show up at most board meetings, interrupting speakers who didn't sign up for the "we are the world" songfest on Epps behalf, sycophants shouting out "call and response" church-based hosannas to Epps and damnation to others not so inclined. Since there was a small audience it was good to see some of the Board state their biases upfront instead of playing the shell game of hiding their actual thoughts. If you've never been to a board meeting you must go, whether you speak or not, to observe who says what. Remember we always have upcoming school board elections again and we should be finding the right candidates in each Ward that like Sterling Waterman have immediately shown they won't allow the status quo without speaking out effectively. Fight giving a pass to the Board and Epps on his contract extension. Insist on a National Search to find out who will best improve our public schools for the benefit of all our children, not the politicians and partisans who ask for less and to benefit their own political agenda and patronage. Failures Prompt a Schools Battle * NY SCHOOLS * JULY 26, 2010 By BARBARA MARTINEZ A tussle over the Jersey City schools superintendent's $280,000-a-year contract is headed for a showdown involving New Jersey's education commissioner, putting a spotlight on one of the state's most troubled school districts. Charles Epps has been superintendent for the past 10 years. Twenty-six of his 37 schools failed last year to make "adequate yearly progress," according to federal standards, and one middle school-?where only 32% of children are proficient in English and 25% proficient in math?has fallen short of the federal goal nine years straight. Late last month, the local school board voted to forgo an outside search for a new superintendent and to begin negotiating a new three-year contract with Mr. Epps. That enraged some local activists, who have filed a petition with the state to overturn the board's vote. "There's a window of opportunity to stop rewarding failure," said Steven Fulop, a Jersey City council member who is helping to spearhead the opposition. "Nobody in their right mind would rehire someone who has failing performance without even a cursory look at who else is out there." The petition accuses the school board of failing to give 30 days' notice and opportunity for the public to voice their opinions before the vote. The school board's president, William DeRosa, said Mr. Fulop represents a small minority of residents and that the majority of the city is supportive of Mr. Epps keeping his job. He said he believes the board voted in compliance with laws, and that the public can voice opinions at an Aug. 11 board meeting. Mr. Epps could not be reached for comment. Jersey City, with 240,000 inhabitants, is home to one of New Jersey's largest swaths of "gold coast"?land along the Hudson River with views of Manhattan. While parts boast multimillion-dollar lofts and high-rise condos, tens of thousands live in poverty. [NYJERSEY] Critics of Mr. Epps' performance point to his salary, which is higher than the $250,000 earned by the New York City schools chancellor, Joel Klein, who oversees 1,500 schools with 1.1 million children. Jersey City has about 30,000 students. Mr. Epps's contract provides for a car and a driver (the car can be used for personal use), and upon retirement he can cash in 493 unused sick days worth more than $70,000 that he accumulated since starting as a teacher in 1967. Now it may be up to Bret Schundler, the state's commissioner of education, to referee this fight. Last week, Mr. Schundler called some school-board members to promote the idea of conducting a superintendent search, according to members. A spokesman for Mr. Schundler would not comment on whether he made any calls. Mr. Schundler may have to take a public position soon, though. The Office of Administrative Law will make a decision on whether the board's vote was proper, and then refer the case to Mr. Schundler, who can agree with it, overrule it or send it elsewhere. On Friday, Mr. DeRosa said Mr. Schundler had not yet called him. "I wish he would," he said, adding that he'd remind the education commissioner that Gov. Chris Christie didin't conduct a nationwide search before giving Mr. Schundler his job. "I think a national search is very dicey," Mr. DeRosa said. "You don't know what you're going to get." Someone from outside the city "won't even know where the schools are," he said. Besides, Mr. DeRosa said, Mr. Epps recently introduced a "very powerful plan" to improve the schools, which he said involves transferring teachers and principals. He said the test score troubles are due to a number of student factors. "Some students test well, some don't. Some students are absent a lot and some are not. Some students do well one year and not another," he said. Some of Mr. Epps' supporters are dubious that any other candidate could easily fix what ails the school system, saying it's not his fault. "Most of the problem is socioeconomic," said Gerald McCann, a former Jersey City mayor. For Sterling Waterman, one of two school board members who voted against the contract renewal, the issue hits close to home. His soon-to-be third-grader is attending a school that last year slipped into the failing category for the first time. On Wednesday, board members will go into a closed session to discuss the contract. He hopes his colleagues will reconsider and see "what else is out there. I'd like to see how he stacks up against others." Mr. Waterman is cautiously optimistic: "My fear is that it's too late, but I have to hold on to hope." I agree wholeheartedly with all you say. Especially the last part that those who have much to say need to show up at a school board mtg. and preferably to speak on the record not just on jclist or other sites.

Whatever liabilities are at risk, and most places carry liability insurance, is far over-weighed by the satisfaction of helping another, particularly inner-city youth who are most at risk for all that plagues our society and their neighborhoods. If you, yourself, have never experienced helping another of a different socio-economic class then yourself, poor, little sense of security or self esteem, particular youthful persons of color facing danger daily, drugs, violence then you owe it to yourself to give it a try. While the summary info is informative it doesn't quantify any of our specific JC schools as to AYP (Adequate Yearly Progress). It does have a link to the NJ Education site for 2009 Assessment Reports (January 2010). Your second link on the nj.gov/education site, "Title I School Improvement Information Sheet School Year 2009-2010" is more interesting definitions of the methodology and definitions of terms that NJ State uses in deciding where schools fall into their overall picture, but again neither specifies what JC Schools have specific failings as does my post and link. I think it worthwhile however, to read as many of these articles and links as possible to get an overall picture of our schools and the systemic failure present in the majority of them in all areas of accountability. The school list I published here for every public school in JC as to their AYP ratings gives you a quick summary of where they stand and why we say the majority of public schools under Epps as Superintendent are consistently failing to meet minimum standards. This is why JC needs a nationwide search for the best qualified candidate for our children and not due to patronage and cronyism or worse fear, by teachers and board members.
