It was in LSP. Right near the old environmental building. All around that area it appears someone (or a team) spent some time to plant a decent variety of flowers and plants this spring.

I shook my head and gave a few dirty looks. She was with a little kid and I didn't want to make a scene.I have no problem calling someone out in front of other adults, but I'd never do it in front of someone's kid.. that just doesn't feel right.

Description: Blonde woman, in her late 30s-early 40s.
She was dressed like a tourist, but the kid had a bike, leading me to believe they were local.

Could have been the Hamilton Park woman described in this thread, who was known for stealing flowers right off peoples' doorsteps -

I was in a JC park last week and saw this lady with at least 2-3 dozen flowers in her arms as she was picking the place dry.

Don't do that.

Those are for everyone to enjoy, not to mention part of the ecosystem.
