This why I was an advocate for senior police roles to be recruited from outside JC and NJ - When you have a dysfunctional, low morale and politically motivated police officers you will only have drama when you promote from within. Fulop did screw up at the start, but redeemed himself by demoting then dumping the problem.

All 5 lawsuits naming Jersey City's ex-top cop dismissed or settledBy JERSEY CITY -- Three years of legal battles are over for former Police Chief Robert Cowan, who was named in nearly a half dozen lawsuits during that time span. Last week a Superior Court judge dismissed charges against Cowan in a lawsuit in which a Jersey City police officer alleged his drunken driving arrest was a result political retaliation, marking the fifth and final lawsuit against the ex-top cop that has either been settled or dismissed. Mayor Steve Fulop promoted Cowan, who campaigned for Fulop in the May 2013 mayoral contest, to police chief in 2013, shortly after Fulop took office. Fulop demoted Cowan in July 2014, citing low morale in the police department and concerns over the growing number of lawsuits targeting Cowan. 15 paid days off for 4 Jersey City cops who sued cityBy JERSEY CITY — Three police officers will receive 15 paid days off each, while a fourth will get the equivalent of 15 paid days, to settle a lawsuit the cops filed against the city nearly two years ago. The lawsuit, which named the city and former Police Chief Robert Cowan as defendants, alleged Cowan retaliated against the officers and threatened to "ruin" them after a Dec. 1, 2013 traffic stop of a woman who claimed to be a politically connected city aide. The four officers — Christopher Daliani, Christopher Ortega, Michael J. Rivera and Anthony Tedesco — agreed as part of the settlement to dismiss the suit with prejudice, meaning they cannot re-file their complaint. Ex-Jersey City police chief withdraws whistleblower suit against FulopBy JERSEY CITY — In a stunning and sudden victory for Mayor Steve Fulop, the city's former police chief has withdrawn a whistleblower lawsuit that accused the mayor of political malfeasance. Robert Cowan, who was demoted by Fulop last year and eventually retired from the police force altogether, said in a statement to The Jersey Journal that the lawsuit would have been "very expensive, extremely time consuming and a major distraction for my family." He withdrew the suit yesterday "with prejudice," which means it cannot be refiled. "Civil litigation is a complicated and lengthy process which has the effect of inhibiting my family's plans for the future," Cowan said. "I wish the men and women of the Jersey City Police Department all the best and am proud I had the opportunity to have worked alongside them." Fulop taps former fed prosecutors to defend city in ex-police chief suitBy JERSEY CITY — The Fulop administration has hired the firm of two former federal prosecutors — one of whom helped to secure the bribery conviction of former Deputy Mayor Leona Beldini — to represent the city in former Police Chief Robert Cowan's whistleblower suit. Newark-based Calcagni & Kanefsky won a $50,000 contract last week to defend the city from Cowan, who was demoted by Mayor Steve Fulop in June 2014 after Fulop said he was unhappy with Cowan's leadership. The contract received unanimous approval from the City Council on Wednesday. Cowan in May filed his lawsuit, which includes numerous allegations of malfeasance that a Fulop spokeswoman called fiction. Now Cowan's allies are claiming Fulop and Cowan's successor, Philip Zacche, are waging their own war of retaliation. In a lawsuit filed last month in federal court, police Lt. David Goldrich claims he was transferred out of the chief's office because he was an ally of Cowan, also known as "Bubba." JERSEY CITY - Jersey City Mayor Steve Fulop demoted Police Chief Robert Cowan last month, citing nearly a dozen lawsuits from officers who say they faced retaliation on the job. But a review of the legal claims by Kane In Your Corner finds Fulop's name is prominently mentioned in many of the allegations, and some say the mayor is using the former chief as a "scapegoat" to deflect blame from himself.
When Fulop was running for mayor and released a campaign spot addressing the issue of crime, Jersey City police had a question: how did an actor playing the role of a police officer get his hands on a real uniform? Sgt. Anthony Mussante and Officer Erik Infantes of the Special Investigations Unit were assigned to investigate. They found the uniform had been provided by Cowan, then a captain. Soon after, Fulop won the election and both officers were transferred out of the elite investigative unit. Mussante was put on patrol and Infantes was assigned to the radio room. Both are now in the process of suing the city. "There were about five people who were involved in the investigation," Infantes says. "And every single one of those people were transferred." More
