Two residents of a Downtown Jersey City apartment building owned by Puerto Rican community group PACO say the group is harassing them because they spoke out last year when the building was without power for more than three weeks.

PACO, headed by Rub?n A. Alicea and formerly led by Freeholder Eliu Rivera, is trying to evict Pat Byrne, who has lived on the fourth floor at 52 Bright St. for seven years, and has locked 23-year tenant Teresa Lugo out of a backyard garden she?s used without incident for years, according to Lugo.
