Its an active driveway if there is an active access into the property it services - If there is a permanent obstruction at the entry point to the private property (brickwall, fence, garden structure other then pot plants etc) from the driveway then its no longer a driveway

HOWEVER a chained or locked fence, gate or other device is in place, then its still and 'active' driveway. Note that a motorbike is a vehicle and so the space to accommodate a 'vehicle' on the property doesn't have to be wide!

Take a photo of the driveway and post it here - I'm sure people will respond. Have you asked JCPA to look at the driveway in question or sent them a photo?

Even give us the address so we can google earth the spot to give a better informed opinion

Does anyone know if a driveway needs to be active in order for cars parking in front of it to be ticketed? Or is it about the zoning - once zoned as a driveway, forever zoned as a driveway? I am aware of some "driveways" that haven't been used as such in years and the lack of parking spots due to this do add up.
