all good points, but from middle school on, children/students need regular/daily internet access for their homework.
the next best option, the public library, has limited evening and weekend hours. our Comcast service is adequate, except a few times a year, it goes out and alternatives need to be found. Quote:

Not sure how "piggy-backing" would work here. It is an infrastructure project and a question of if the company is willing to complete the project and maintain the network for the money the city is willing to pay. Either way, there is no "free lunch" here and nothing NYC did is likely to make it cheaper for Jersey City to build a similar network.
In terms of whether it would be worth it - how many people are there that do not have access to either good cell data service or that wouldn't just go in a cafe, pretty much all of which have free wifi? What are the real use cases here? Would this be seen as a way of providing poorer residents with an internet connection? What happens if some people decide to use it that way and would the network be reduced to dail-up speeds? Who is going to evaluate the data security of the network? Just points to think about.
