The 'RC' refers to the Regions Core. If this was so critical to the Feds they would've provided more funds to make sure 'Access' would be front and center. At no time did they-every cent of the inevitable billions of cost overruns (Big Boston Dig, Seattle Alaskan Bertha tunnel, NYC East Side tunnel) was on the shoulder of NJ taxpayers.

It is just this, not development/over development that Jersey City has to fear. Shutting down one of the two tunnels reduces capacity of 75%. The riders that will be diverted to the PATH will get on west of Jersey City in Harrison and Newark leaving little room for riders to get on in Jersey City AND as the articles says, there are no good solutions at hand.

Why don't we get plenty of federal money and build a third tunnel? God knows how much pork is given to literally every state except ours (we are bottom of the list in federal money returned).
Then after the third tunnel is constructed, they can close one tunnel at a time to make the necessary repairs.

While officials said they are talking about "what if" contingency plans, they warned commuters that everyone's trip to work will be affected, even if they don't ride the train or work in New York. "It would create a transportation nightmare that has so many negative ramifications for our economy and our quality of life," said Jamie Fox, New Jersey Transportation Commissioner. "Anyone who thinks if one (tunnel) gets shut down, that life will go on normal is sadly mistaken. It will affect everyone." Amtrak officials sounded the alarm last October that the tunnels had 20-years of life (or less) left before they'd have to be closed one year each for repair. If one tunnel has to be closed for emergency repairs, the number of trains per hour would dwindle from 24 to six, said Craig Schulz, an Amtrak spokesman. Story
