The Port Authority apparently has no money to make the Grove Street station handicapped accessible, as a court order required them to do, but $12 million went to Stevens Institute of Technology, $4 million to build a park in Newark, $1.3 million for a "clam depuration plant" (whatever that is) and a whole host of other projects that have nothing to do with the bridges, tunnels, roads, airports or PATH.
