That's the platform that trains arrive on. Occasionally they'll switch it so the trains also depart from there. Not sure of the reason, but I assume it's due to track maintenance or something like that.

Do Path trains normally depart out of the obscure "platform H" on weekends, in Newark Penn? Very odd location, does anybody know why they do that?

Exchange Place and WTC are the only stations that are closed on weekends. You can take the PATH from Newark as far as JSQ and switch to a 33rd street train.
