Just submit a ticket through the JC RRC Fix It mobile app or through the Online Help Center:
http://mygovhelp.com/JERSEYCITYNJ/_cs ... CEALNAAHTZCJZRGNEJMPWUHMR In either case you can submit a picture along with your ticket. I've done this multiple times and they will usually send a small truck to pick up the uncollected trash on the same day.
