Just a quick read of the JC Parking Authority clearly highlights what a complete distaster it is and managed by completely inept managers and staff.

"about 14 surface lots' WTF - How many exactly?
"employes certain outside professionals" WTF - Who and how much do they get paid - all of them ?
Questionable 'precrument policy' - "no structured employee evaluation" - "slow to embrace new technology" etc etc.

I'd like an audit of ALL meter and ticket machines and what are the checks and balances in place to prevent theft - Meter money is a cash flow without receipts and open to corrupt staff - What is the policy and process to collect the money. Many cities have been investigated for meter money theft, its high time we had an audit and checks to see who has keys to meters?

The entire JCPA management should be fired and staff be investigated to see if their lifestyle exceeds their prescribed income.

Word on the street is that some staff / management have been on a help yourself gravy train!

Are you perhaps biased since you are the Fiscal Officer at the Jersey City Incinerator Authority and your agency and position are at stake? (your name is visible in your profile)

Also, I'm surprised that there is no section on transportation and what can be improved.

The status of ongoing redevelopment projects, which starts on page 144, is interesting. Some key takeaways that I found most interesting:

- Metro Plaza parking lot (Shoprite area) is definitely going to be redeveloped at some point

- Tramz Hotel on Marin Blvd is on schedule to begin in late 2014 (I had thought that project was dead).

They released hat looks to be a scanned version of a printed document. Oi, it's not that hard to create a searchable PDF.

Anyway I created a searchable version if anyone is interested.
