Pertty sure it would be office space but believe it or not, some affordable housing units get converted to market rate after certain compliance periods are complete. I wouldnt categorize the converted units as projects though.

well, even some poor people have cars and they have children that deserve a place to play...although i think the playgrounds should be open to all and residents should have to pay for parking

If you read the article carefully, they are considering leasing the land that is currently used as playgrounds and parking lots for the NYCHA residents. I, for one, find it ridiculous that housing in Manhattan that is meant to be an emergency situation for desperately poor families provides free PARKING and private playgrounds for residents. I also rarely see children in NYCHA playgrounds and agree that these spaces could be better utilized.
