Maybe he really believed it was his dog. It's getting brazen out there. Loos like it's the war of the haves and the have nots.

What's to decide? Arrest the thief!!

A Jersey City woman and a would-be dognapper had a tug-of-war over her Pomeranian on Wednesday, but she managed to hold on to the 6-pound pooch, authorities said yesterday.

The owner of 1-year-old Princessa told police she was walking her dog near Montgomery and Varick streets when a man tried to take her beloved pet, a police report says.

?A tug-of-war battle for the dog ensued,? but the 56-year-old managed to pick up Princessa up and run, the report says.

A witness told police she saw the entire incident and said that after the unsuccessful bid to take the dog, the man jumped back into his vehicle and took off on Montgomery Street, police reports said.

The witness got the vehicle license plate number and police identified the man the car is registered to, the report says. Using a photo lineup, the victim identified a Clark man as the person who tried to take the year-old dog, the report says.

The victim speaks little English, but her son said she was very frightened by the incident. ?She was in tears and she sounded very helpless and hopeless,? the woman?s son said. He said his mother said she had never seen the man before.

Police said they plan to interview the Clark man before deciding if a warrant for his arrest will be issued, the report says.

Great work by the witness to the incident. Hope this scum ends up in prison for a decade or so and doesn't just get a slap on the wrist.
