I dont know for sure, but that is pretty much exactly where the Paulus Hook fort was (battle of the Revolutionary War). there is a monument that used to be in the middle of the street not far from there: http://query.nytimes.com/gst/abstract ... 3A25751C2A9679D946297D6CF It was moved from the middle of the street to the park on the side sometime after 1903.

Could also be just patriotic people.

Does anyone know what the story is with the cement poles with red, white and blue stripes mounted in the sidewalk on both sides of Washington between Morris and Grand Streets?
