Colored curbs don't necessarily mean anything as anyone of us could paint one yellow or blue in the middle of the night. Follow the signs. Also, check the parking rules (e.g. 10 feet from a fire hydrant) here:

It would be a shame if someone painted it black in the middle of the night.
Take a picture of your car parked there, clearly showing that there are no signs saying not to, just in case.

Hey,
So I parked on the right hand side of Barrow Street, between Mercer and Wayne Streets. The curb, for a 10 foot stretch, was at one point painted blue, but it's now pretty faded. But it's still kind of blue. There is no handicap sign. Is it safe to park there? Maybe at one point it was handicapped, but no longer??
