Does he have any other felony convictions prior to his JC position - I'm can't believe he didn't ask his brother councilman for a job as a school bus driver.
It's just another example how the ethical committee does siht and another reason they should be independent of city hall and working closely with the HR department and utilitizing police resourses to keep an eye on things.

Gets probation after child porn guilty plea

A Jersey City employee who pleaded guilty to five counts of possession of child pornography was sentenced to three years probation yesterday morning.

Ricardo Massa, 46, of Kennedy Boulevard in Bayonne, had originally been charged with receiving child pornography for distribution, but on Feb. 9 he pleaded guilty to five counts of lesser charges, said Hudson County Assistant Prosecutor John Mulkeen.

The investigation began when Massa told a person he was chatting with online that he was molesting his daughter, although he has no daughter, Mulkeen said. The person he was chatting with was an out-of-state law enforcement agent who then called Bayonne police, Mulkeen said.

Massa was arrested on Feb. 28, 2006 after police found five videos on his computer that contained images of children in various stages of undress and in some cases engaging in sex acts, Mulkeen said.

Mulkeen asked Superior Court Judge Fred Theemling to sentence Massa to 365 days in the county jail as part of a probation sentence, but Theemling instead sentenced Massa to probation and ordered him to undergo counseling.

Massa works for the Jersey City Department of Public Works, said city spokesman Stan Eason, who added that Massa has worked for the city on and off since 1985, when he was first hired as an aide to his brother, then-Councilman Jaime Vazquez.
