I would do it at Grove Street. I hand out flyers for NO Gas Pipeline loudly proclaiming how to stop Spectra Energy and their gas pipeline coming through Jersey City and only had Port Authority ask me to stand 10' away from escalator. I think if you busk in semi-circle plaza when Groove on Grove is NOT happening you MAY be ok. I'd check with Cultural Affairs Dept. in basement of City Hall to be sure and if license is necessary.

I guess there are bands at Newark and Grove Street near the Subway and farmer's market in the warmer months.
