I received this info from Downtown Jersey City Watch: From: Downtown Jersey City Watch [downtownjcwatch@gmail.com] Sent: Wed 9/22/10 1:40 PM Subj: Fwd: East District Captain\'s Meetings/ Note email change: jcpdpoliceeast@yahoo.com Please note that there will no longer be Monday meetings at Grace Church. We have been utilizing the Captain\'s police meetings and personalized Blockwatch meetings to provide skills to residents on how to prevent crime on their block. Congratulations to Monmouth Street Blockwatch! After their formation, their drug dealer was arrested 2 weeks later and a business owner is also charged with a quality of life issue. Thank you to the members who donated an additional video camera and creating an online surveillance system. We will be meeting with residents and Det. Connors from the Heights Parent Association on Sept. 27th at 7pm to discuss forming a blockwatch and utilizing these skills to improve their neighborhood. If anyone is interested in joining, pls. reply to this email. Thank you Jan for doing a blockwatch training session for residents at Grove Pointe and for helping in the capture of 2 men for indecent exposure (and other crimes) at Hamilton Park. If you and 2 other residents are interested in creating a blockwatch, please send a request to this email. Though we provide residential training for a blockwatch, the JCPD does an official Blockwatch Training through the Community Relations Unit. After you train with this group, you will receive a Blockwatch Caller ID. This is extremely helpful in calling in tips. Below is information for the Captain\'s meeting. Please note that their email system is being transitioned to MS Outlook. In the meantime, use jcpdpoliceeast@yahoo.com. I just received an email from a friend in Harsimus Cove about the following: "

text from my building neighbor Frank: "BTW. the neighbor on street twd manila got mugged at gunpoint about 3:30 am this past Monday am."

Of course, unless you know "what" street twd manila this person spoke about, I'm guessing it happened on 2nd street "twd manila". Maybe?

So for those wondering what the protocol is about notifications of crime and suspicious activities. Well, here is Downtown Jersey City Watch's protocol:

Always call suspicious activities or incidents of a "non-emergency" nature to the JCPD: (201) 547-5477 non emergency line

Please contact the East District Command, Captain Gallagher with any information about suspicious events or crimes to: policeeast@jcnj.org

Members spotted suspicious actors below at 10am

Male teen, light gray hoodie, with white sneakers, 5"8, skinny, about 16 yrs. old, black skin color, seen on Brunswick Street and 7th St. Storeowner felt uncomfortable with teen watching the store, she contacted a blockwatcher. Blockwatcher watched the the teen walk slowly towards Enos JOnes then switched direction and began to walk towards 6th and Monmouth.Blockwatcher continued to follow and called non-emergency number as did others.

Blockwatcher spotted 2 males in orange shirts, flip-flops, exchange something in the alley between 4th and 5th and Coles/Monmouth with a 3rd male. The 2 males were teens, black skin color, and the 3rd male had white skin color. They saw blockwatcher and also turned their direction once they were spotted. Blockwatcher called it in.

I also called in the report and used my Blockwatcher ID. Police responded in minutes. Investigation is open so I'm sending this alert.

The activity that makes it suspicious is that the actors all switched their paths once they realized there was a blockwatcher. It's also usually suspicious if they start running in a different direction.

At any rate, please call in if you see these individuals.

Also below, a reminder for the Captain's Meeting on April 27th

Hello. 3 Things:

4/12 - Tonight is the patrol at 9pm. PLS. RSVP by replying to this email.
4/8 - Below is police report about Burglary & Theft to Autos
4/4 - Randolph Avenue Easter Homicides - information to help victims' families

Patrol
We will meet at Dunkin Donuts by Grove Street PATH at 9pm. WE NEED MORE VOLUNTEERS! If you can walk/ride with us for a short time, that would be greatly appreciated. Just to remind everyone, our goal to patrol is to create a positive presence in the neighborhood. Nobody wants to commit a criminal act on a block, if the block has too many witnesses. Chatting with a neighbor outside or circling the block for parking an extra few times. These are simple ways to create presence. If we see a suspicious actor/act, we will call the police immediately as a phone tree.

4/4 - The recent Easter homicides of the Mike and Nia of Randolph Avenue has been a tragic loss and outrage for this wondeful neighborhood. We did a patrol with the Guardian Angels a few years back with residents from the Randolph Avenue Block Association. Randolph Avenue is 1 block west of Garfield Avenue on the hill. It has large historic homes and new construction homes with great views of Manhattan. The residents are wonderful and our thoughts and prayers are with them. If you would like to donate to the couple's memorial, go to their link: http://www.lovemikenia.com/Donate.aspx.

Thanks,
Pam

Hopefully you all get this on your phone. Male suspect seen running by neighbor near an arrest on Monmouth and 3rd Street. Male is described as light skin hispanic, no facial hair, about 5"10 or so, thin build. This suspect was loitering in the alleyway, when resident saw him and pulled out a cell phone, he began to run away towards Monmouth. As resident followed, resident came across officer making an arrest. We believe this individual may be connected.

Hello all! Below is the Police Report from tonight's Captain's meeting. I encourage all members to attend a Captain's meeting at least twice to get an idea on Police reports in your area. Also, Detective Sean Connors will patrol on foot with us on 4/12 at 9pm. We will also have a car patrol, thanks to Mike. We will meet at Dunkin Donuts, pls. RSVP to this email if you can patrol.

My notes on the Police Report
Report covers crimes committed from 2/24/10 to 3/23/10 in the East District

Aggravated Assaults - 8 which includes the arrest of man known for urinating on women
B&T to Residence (Burglary and Theft) - 8
B&T to Auto 48 (down from 61 last month) , includes 2 arrests of men (separate cases) who have prior arrests for B&T to Auto
Robberies - 8, includes arrest of Brooklyn teen who attempted robbery of women in front of Wonder Bagels
Stolen Autos - 6

Several B&T in Auto/Residence was due to unlocked doors. Please secure your doors and main hallways. Also, we discussed in length the need to report attempted Burglary and Theft to police. This helps Police map out crimes and assist with statistics for the area. If you file a police report, the insurance company is not contacted. This is merely to help assist the police department.

Thanks again to the East District for their hard work. Our member, Jan, can attest to the incredible efforts that were put out to arrest the B&T suspect. And thanks to the resident who reported this suspicious activity.

If you call 201.547.5477, be sure to report it to the Captain's office via email, policeeast@jcnj.org, as well as this email, downtownjcwatch@gmail.com.

Summer is around the corner, we need to create micro blockwatches within this group. If you are available to be a yahoo group leader for the following areas, please reply to this email: Monmouth Street between 4th and 3rd and 7th Street near Monmouth.

Thanks!
Pam

Hello everyone! Please keep on sending any info on current car break-ins. The importance is to show that many of these break-ins are not reported to the police. As a result, our statistics are not precise. Statistics help police with strategy and funding so please encourage residents to report all incidents including attempts. Also, please note there have been at least 2 members who have reported attempted break-ins to their homes at night. Below are 2 emails from Jim and Jan updating us on the New Music Cafe/Bar on Monmouth violation and the recent car break-in arrest. April 12th - PATROL instead of meeting at 9pm - cars and volunteers needed. Detective Sean Connors is willing to do a walking patrol. PLEASE RSVP to this email. Thanks Jan for volunteering to help with email notices. Thanks to Jim and Jan and all the members who helped in this progress! A handful of residents can make a difference on a block. Good Work! Scroll below Hi Neighbors, According to the information given at the last Captain's Meeting, for many months there has been an increase in vehicle break-ins & thefts in our area. I am a member of the Downtown Watch Group, and also do volunteer work at the Historic Jersey City & Harsimus Cemetery, located across the street from Dickinson High School. Yesterday around 5:00 p.m., I was at the cemetery and saw swarms of police cars racing up and down Newark and concentrating on the immediate area at the top and bottom of the hill surrounding the school. Police flew into the cemetery along with the K-9 units. They said they were hunting for a man who had been seen trying to break into a car on 10th Street. They believed he may be responsible for the rash of car break-ins in our area. After combing inside the cemetery, they raced back out onto Newark to the high school's property. After a period of about 20 minutes, all of the police car's flashing lights on top of their cars were turned off, and the police disbursed. I was hoping they were all leaving because they had caught this guy! Please read the article below, really good police work! Thanks, Jan A. Nordland Jersey City man leads cops on foot chase before his burglary arrest By Michaelangelo Conte/The Jersey Journal March 18, 2010, 7:30PM A Jersey City ex-con was charged with burglary after leading police on a wild chase through rough terrain behind Dickinson High School where he was spotted "hiding between two boulders on the ridge," officials said. When Jason Andrew Galindo, 37, of Claremeont Avenue, was arrested at 5:30 p.m. yesterday he was also charged with resisting arrest, obstructing a government function and criminal attempt, reports said. Officers responded to a parking lot at 10th and Brunswick streets on a report of a man trying to break into a vehicle and as they drove toward the gray minivan, they spotted Galindo and he took off running, reports said. Police pursued Galindo who ran west through bushes and jumped a gate as he headed for the train tracks below the high school, reports said. Galindo crossed the tracks and began making his way up the hill toward the high school but was arrested when he was spotted by one of the numerous responding officer, reports said. Galindo was in prison from Dec. 4, 1997 to April 1, 1998 on two conviction for drug possession with intent to distribute within 1,000 feet of a school, state corrections record say. Hi All Happy New Year and a Very Happy Spring, I hop this finds you well. I wanted to update you on the Music Box Bar, 7th & Monmouth, summary: Tuesday 3/16 the owner and her son were at an ABC hearing regarding their citation given on 1/1/10 for patrons (not employees) in the bar past closing (4am). They came before the ABC Board and pleaded guilty. By state law they would have a mandatory 6-8 day closing for this offence. Being that the owner has held the license there since 2005 without any past citations the Board, at their discretion, (after a closed caucus) issued them a 6 day closing where the Board allowed the bar to choose the days to be closed given the economic difficulties these days. Beginning Monday 3/29 the bar should be closing every Monday thereafter for the duration of their penalty with the exception of 4/5. You should also see new signs posted around the bar outside asking patrons to keep the noise down and new dress code signs. The owner also said they will start last call earlier on the weekends. I hope this comes as good news for you all as we gear up for ?Bar Season?. Your calls have been heard and this is an important first step. Keep up the good work and here?s to a peaceful summer. Geez, it's crazy to see all of these posts. I haven't lived Downtown for a while now but it looks like you guys are really having a rough time down there. I don't recall reading about these sort of things when I lived down on Newark Avenue and Monmouth. Good to see you are organized and trying to make a difference.

Hello all!

There have been a series of car theft/break-in in the area. One resident, recorded 5 separate piles of broken glass on 3/4 on Erie Street.

Please email downtownjcwatch@gmail.com any information on car break-in/theft or evidence of Broken glass. We are trying to compile our own record which would include car break-in/theft that is not reported to the police (e.g. visitors or nothing valuable taken). Thanks to J.P. for volunteering to compile this information for the month of March.

We will meet onMonday, 3/8, at 8pm instead of 7pm at Grace Church on Erie Street. Enter on 2nd Street. We will plan a car patrol and need someone who has a garaged car to volunteer to drive. I will send an additional email reminding members who to call for specific concerns.

Also, Country Village in Greenville needs support in building a strong blockwatch. If anyone can attend their March 15th Meeting, please email downtownjcwatch@gmail.com or P.O. Lamboy at vlamboy@jcnj.org.

Thanks!

I got this information from my neighbor. I can't reach them for a description. Sorry. I say just be aware of any strange activity at the door fronts of private residence's in the area or back alley. Regardless if they meet the vague description or not.

An incident occurred on 4th street, between Jersey Ave. and Coles two days ago. A man in his early 30's was witnessed at the door of a private residence (brownstone). He was seen by a neighbor lingering in the front yard and then headed up to the door and stood there for several minutes looking sketchy.

In order to enter the property he would have had to undo a locked gate. When confronted by the neighbor the man acted suspiciously. He asked if he was in downtown Jersey City which raised further suspicion the individual didn't even know he was in the right area of town. He stated he was waiting for a friend to come out of the apartment but it was obvious the residence was a sole property and not an apartment. He got on his cell phone and pretended to be talking to a person who was in the home. The neighbor knew the people who owned the home and told this person. He asked if he was on 5th Street and started to bolt.

The individual left but it is suspected he was scouting the property for a burglary.

The neighbor checked the other street the individual said they were going to and the address is someone we all know and not only is the other home a single residence but there is no one there by the name of the person he said he was meeting.

Please keep your eyes and ears open.

Hello all,

As you can see from the previous emails, there has been a lot of activity and we can only expect more. However, it is very simple to reduce the numbers of these incidents by creating more presence (eyes and ears) on your block.

We will hold 2 blockwatches on Monday, 11/9, instead of our usual meeting: 3pm at Angel Ramos Park on Wayne Street and 7pm at 7th Street and Monmouth. At Angel Ramos Park, we will be passing out flyers notifying residents of the suggestion to remove exterior benches (interior benches will remain). These benches are placed in a way where groups of drugdealers or disorderly groups block entrance to the park. Vote on the removal of these benches will take place at the Nov. 17th at 7:30pm at the Barrow Mansion (www.vvpa.org ). Please REPLY to this email if you can attend either of these blockwatches.

Blockwatch: an organized group of 3 or more neighbors creating presence. This can be done by hanging out on the stoop or walking around the block. The group will openly greet other neighbors and note any suspicious activity. If suspicious activity is seen, they will all create a phone tree and call it in. A phone tree is like a phone chain. One person who has seen the suspicious activity will call 911 or 547-5477. Then that person will call neighbor #2 and describe the details. Person #2 will call in the activity and then contact neighbor #3. Then neighbor #3 will call in the activity. Ideally, the more calls the call center receives, the more the dispatcher will draw attention to these calls.

Jan and I were able to attend the JCPD's Blockwatch Training Program led by the Commuity Relations Unit. Below are some notes on making phone calls.

?
?
How to call 547-5477 or 911

Note operator #
?I wish to report a crime. I am Blockwatcher #E3
?What, where, when
?Give exact location
?Weapons
?Car description: make, license plates, body style
?Descriptions:
?start at top: hair/shirt/pants/shoes
?Sex, race, complexion, age, height, weight, build, hair mustache, features (tattoos, scars, eyeglasses)
?Method of escape: on foot south or vehicle
?Write everything down?keep a small notepad in your car/pocket

?
Example Call
Observe suspicious activity (call 547-5477) or crime in Progress (call 911)

?Write down details (keep small notebook handy)
?Operator (call-taker is a civillian) ? this is JC Operator #555, what is your emergency?
?Caller: ? Thank you operator #555, this is Blockwatcher ID# E31112 or I would like to remain anonymous (pls. note that your number may still be called back even though your name is not in the report. E.g. 911 hang-up)
?Operator: ?ok, go ahead?
?Caller: ?There?s a disorderly group outside of my house on 1st Street and Monmouth? They are drinking with open containers.
Operator: "disorderly group on 1st St/Monmouth and drinking with open containers.
Caller: "Yes, operator #555. Thank you."
Operator: "Ok, thank you for your call, the police dispatch will be notified immediately."

After you called, email policeeast@jcnj.org as well as downtownjcwatch@gmail or your neighborhood group to notify them of the call and activity. This log to the Captain will back up our phone call to the police.

Thanks and please do not hesitate to make that call!

Hello everyone!

Just a reminder that there will be a meeting tonight, 10/12, at 7pm, at GraceVan Vorst Church on Erie and 2nd Street. Enter through the red doors on 2nd Street. There are 4 areas that will be attending tonight:

Wayne Street
Arlington Avenue
7th Street/Monmouth
Morris Street

We will discuss blockwatch tips such as how calling the police alone is not enough, we need a phone tree. Using buzz words and what words to avoid. Organizing a patrol/presence/hangout.

We will have patrols in these areas on Nov. 9th. at 7pm instead of our regular meeting.

Thanks!
Pam

I started this topic thread several years ago and both pchops and myself over the years have maintained it with postings of the Downtown Jersey City Watch ( downtownjcwatch@gmail.com ). Reading some of the other topic posts here recently, it seems that many of the newbies or those only recently involved in their neighborhoods, are perhaps unaware of our group. I suggest that all of you join the Downtown Jersey City Watch to get the latest, updated info on crime and safety and that you go to the monthly meetings held at Grace Church on the 2nd Monday of the month at 7:30PM and posted on the Calendar. This email below was sent out yesterday to the mailing list as a forward from Steven Fulop around 4PM Friday, Sept 18th: ---------- Forwarded message ---------- From: Steven Fulop <fulops@jcnj.org> Date: Fri, Sep 18, 2009 at 3:56 PM Subject: JCPD reports Arrest for Wayne Street Shooting To: Steven Fulop <FulopS.PALPO.PALDOM@jcnj.org> Cc: pandes!@jcnj.org Excuse the brief and mass email. We have received numerous calls and emails regarding the Wayne Street Shooting. It is very disconcerting. The East District and Captain Gallagher will be holding their monthly Captain's meeting on Tuesday, Sept. 22nd, at 7pm, at Middle School #4 on Bright Street. I encourage you all to attend. The Van Vorst Park Association (www.vvpa.org) will meet at the Playground on Wayne Street across Barrow Mansion at 6:30pm and walk together as a community to the Captain's meeting. Hopefully, the investigation will be closed at this point and the JCPD can share more information. Thanks again for your concern. If there is anything else, pls. let me know. Steve Steven M. Hello! Instead of a regular meeting on Monday, 8/10, we will have a patrol in Bergen Lafayette with the Morris Canal Redevelopment and Communipaw Avenue Block Association. If you can help us out with the patrol, pls. reply to downtownjcwatch@gmail.com.

Remember, a patrol is a group of concerned residents creating a friendly presence in the neighborhood. We will check for graffiti, lights, and hot spots. The patrol will start at 7:30pm and end by 9pm.

Thanks!
Pam

Hello!

In honor of Det. Marc DiNardo's greatest sacricfice, his life, and to the commitment of community involvement, the JCPD is requesting everyone to wear a blue ribbon. We will have blue ribbons at our table for National Night Out. Below is a reminder that National Night Out will start tomorrow at 6:30pm at Enos Jones Park. We will begin our free raffle at 7:30.

Thanks to members: Jan, for getting 15 local businesses to donate free giveaways and to Al from www.listenandlive.com for the generous gift audio books. We will have many prizes for adults, kids, and pets as well!

If you are able to come and would still like to give something, please bring bananas for healthy giveaways at our table. If you can help out at the table with sign ups that would be great. Thanks again!

Reminder:
On Tuesday, August 4, 2009, neighborhoods throughout Jersey City are being invited to join forces with thousands of communities for the ?Annual National Night Out? crime and drug prevention event. Our intent is to involve each and every citizen of Jersey City in the events whether as individuals or, more hopefully, as part of an organized activity. Of course, we want everyone to be involved as they please and as is consistent with their role in the community. The event is also intended to promote PoliceCommunity Partnerships, Violence Prevention, Safety and Neighborhood Unity.

The East District's event will be located at Enos Jones Park (Brunswick St. between 8th and 9th Streets) from 6:30 p.m. to 9:30 p.m.

We hope to see you there.

P.O. Dina Reilly

Hello all! If you have not heard, Captain McDonough is retiring. I am hoping that he is running this next Captain's meeting so that we have the opportunity to thank him for all the ;hard work he has devoted to our district in response to our complaints and tears and shouts that we have shared with him. This is also a time for us to prepare for the summer where lots of activity is out and about. We will need to do more patrols and create "friendly" presences so that people know that you're block will not be compromised. Our next meeting will be on Monday, June 8th at 7pm at Grace Church, Erie Street and 2nd Street. Enter through the red doors on 2nd Street. We also will have a meeting in July. August 4th is National Night Out but I would still like to have a meeting if the Police are available. These are hard times so we will see people off of insurances, off of medications, off of self-help programs, and just isolated from any kind of support. People will turn to drugs and alcohol. And people will do desperate things to get them. I have received drug dealing reports in areas that have not seen drug activity in many years. So, please, support drug rehabilitation programs and volunteer for other social programs such as Women Rising, Dress for Success, Partners in Prevention, Urban League. Though many people feel the youth are the source of many problems, I find them to be secondary to the drug/alcohol addictions. But it is still important to support and build summer and after school programs. Once the societal level of problems reaches our own block, we must do everything we can to secure our homes, our families, our block. Create a presence by reaching out to your neighbors and make sure everyone knows each other. Creating a close knit block or condo, will create a presence. Create a presence at the PATH station by doing a "friendly" patrol. Nobody will commit a crime if there are too many "eyes" present. Tear down your urban walls that we have built that allow us to sit next to a naked person on the train without ever noticing they are naked. I am honestly one of those people. I notice nothing because I am so into my own world, headset, etc. But once you get off the train, open your eyes, remove your headsets/cell phone, and take note of things around you. Okay, I hope to see you all at the Captain's meeting so that we will all be prepared for the summer! Please RSVP to policeeast@jcnj.org if you can attend. Also forward any information you will be bringing up at the meeting. Thanks! ---------- Forwarded message ---------- From: east <policeeast@jcnj.org> Date: Mon, May 18, 2009 at 11:09 AM Subject: Captain's Meeting To: east <policeeast@jcnj.org> The next Captain's Meeting is scheduled for Tuesday, May 26, 2009, 7:00 p.m. at M.S.4 (Bright and Varick St.). The Captain's Meeting is OPEN TO THE PUBLIC and it is in the best interest of east district residents to attend. Please confirm attendance no later than Monday, May 25, 2009. Pass this information along to all community members, neighbors, family and friends. We encourage and hope to see you at the Captain's Meeting. P.O. Hello everyone!

It has been a very busy month. Thanks to Jim for coming out to the March patrol in Bergen Lafayette. We checked out all the lights and Pacific Avenue is now well lit. Thanks to Rosalyn Browne from Communipaw Avenue Block Association who invited me to join her to speak on Community Violence on behalf of Downtown JC Watch at Sen. Cunningham's Conference for women at NJCU. There were over 50 women who were concerned about crime in Jersey City and we hope that we have started the ripples of Community Presence on each block.

Tomorrow, Monday, 4/27, Jim will be conducting the Downtown JC Watch at Grace Van Vorst Church at 7pm on Erie St. Please enter through red doors on 2nd street. Please RSVP to downtownjcwatch@gmail.com if you plan to attend. Also, please email any agenda items in addition to the Graffiti.

Also, below is a reminder for the Captain's Meeting on Tuesday, 4/28. This is the time to meet with the Captain about current trends in our area.

Thanks!

Hello everyone!

Thanks to those who were able to attend the Public Safety Event last Tuesday. There was an amazing turnout. Communipaw Avenue Block Association and Central Avenue SID were excellent in working with our Mayor and Mayoral candidates. We should be hearing more about the NJ program, Operation SEIZE FIRE, to start in Jersey City. We are also hoping that we can see more cameras. Thanks to Jan and everyone who helped out with the petition.

We were able to present helpful crime prevention tips at the Morris Canal Redevelopment Coalition last night. There was a terrific turnout including one resident who has several cameras on his property which has reduced illegal dumping and broken windows altogether. We also realized how very scared residents are to speak to the police so we are encouraging people to contact us, or speak to the Morris Canal Redevelopment leaders. As many of you know, older residents will not call the police so it is important to gather information from them and contact the police on their behalf. One can email the East District Captain and Community Relations Officer at policeeast@jcnj.org.

I need to balance our schedules so I am canceling the March 9th meeting in order to organize a much needed Blockwatch on Lafayette on Wednesday, March 11th at 8pm. At this blockwatch, residents and I will map out streetlights that need bulb replacements, vacant lots with debris, graffiti and "hot spots". We will be doing this by car and should only take 30 minutes at the most. If anyone is interested, please reply to this email.

I also want to announce that we are organizing a lunch Blockwatch on Tuesday, March 10th at 11:45am. We have been having some lunch hour problems on Monmouth again in addition to the evening problems. If you are interested, please let me know.

Thanks!

Hello everyone! Tonight, please create presence on your block by standing outside your home for 15 - 30 minutes at 8pm. Chat with a neighbor or greet people passing. Smiling at people can be the most disarming tool that one can have. Creating a presence on your block sends a message to people that "this block has eyes and ears", therefore, not a good place to commit a crime. This is the first step to a blockwatch, creating presence. Now remember, we are not giving threatening looks to people nor physically challenging them. These blockwatches are merely social gatherings. So please come out!

OR you can join one of the Blockwatches at the following locations

Whiton between Lafayette and Maple
4th Street and Monmouth
7th Street near Brunswick
Mercer near Varick Street

CANCELED! 8th Street and Coles due to illness! Sorry folks but we will have to reschedule!

I want to thank those members who have been giving great information for the police such as location, car descriptions and licenses, photos, and even names! Many of these tips were stumbled upon because people are starting to become more aware of their surroundings and people in them.
