Bright, you can support C with good conscience. Tennis courts are not efficient use of space, since at the most only 4 people can use them at a time. Multi use courts are are benefit the majority. One multi use court (tennis, cricket, volley ball, etc) - Option C - is the the best choice.

My endorsement of Option C is personal. HPNA will not support one option over the other.

Schoor DePalma is the engineering firm that won the bid to draft the construction plans. T&M bid, but lost.

The only difference that I see between 1 & 2 is concept 1 has gardens in the NE corner. I don't see the putting green or extra active space in the concept 2 drawing.

I like concept 3 the best. Only one tennis court, and more active space.

One aspect not included in the drawings that is VERY important - demarcation of the pet free area.

The plan posted is the latest and was created by T&M. Schoor DePalma won the bid to create construction plans for Hamilton Park. These plans should be very similar to what T&M proposed, and what was discussed in community meetings, but we will have to wait until 3/22/07 to see these new plans.

The T&M representative has stated on several occasions that a survey of the trees was never done, so don't pay attention to the rendering of the trees in the drawings. I have followed the parks meetings very closely, and know that there are no plans to cut down the trees.

Over the years the trees were severely neglected. The Hamilton Tree Company had to take aggressive measures to save the trees.

BTW, T&M is out of the picture. Schoor DePalma will present their drawings, which should be based on the T&M plans.

I t's finally out in the open.

Jersey City Mayor Jerramiah Healy last month reduced the issue of awarding lucrative tax abatements to well-heeled real estate developers to its essential element - providing election campaign contributions to local politicians.

For years, Jersey City elected officials claimed their support for these tax breaks to fat cat developers is a way to provide desperately needed ratables to help the city keep residents' property taxes in check.

But Healy laid out the real reason in a recent letter to The Jersey Journal.

The letter was in response to a proposed ordinance by Councilman Steve Fulop that would bar campaign donations from companies that are in negotiations with the city for development projects. Healy said Fulop's measure "would give disproportionate advantage to the wealthy that have the means to finance their own campaigns."

So, there it is. An admission that local pols can't do without the developers' campaign funds.

And what about the other stated purpose, keeping property taxes in check?

Well, a year ago, Jersey City property owners - those of us without abatements - were hit with a 17 percent increase in municipal taxes. Adding insult to injury, the county tacked on an additional 9 percent increase.

These eye-popping tax hikes prompted one observer of the political scene to remark, "I don't know how much more of this prosperity we can stand."

Meanwhile, despite its vaunted building boom, Jersey City has the highest poverty level in Hudson County.

During his election campaign, Healy seemed to say he was no friend of tax abatements, particularly for waterfront projects. But since then he's reversed himself, saying abatements - including one for the LeFrak Organization's Shore Club development in Newport - are good for the city.

Soon after receiving that abatement, the developer's attorney, the Rev. Francis Schiller, sponsored a campaign bash for the mayor at the posh Liberty House Restaurant.

In his letter, Healy said: "Contributions to this mayor's campaign or the City Council members' campaigns has never been a criterion for the designation of developers or for the awarding of any professional service contracts."

Important votes/decisions by the council are decided well in advance, like pro wrestling matches. It is rare when they change their intentions based on what they hear, or bend to pressure from the public, but it does happen, so for that reason you still have to try. Mariano Vega played it safe and abstained, gave a response meant to assuage the audience. Steve Lipski, at least to me, seemed to be very uncomfortable, waiting the clock to run out - for the ordinance supporters would leave. He was twiddling his pen, waiting for all this to go away. When he voted no, he did not give the audience the courtesy of explaining why he voted against the ordinance.

The ordinance has been vetted, and has been enacted with modifications in other towns. Read the ordinance and decide for yourself. Most city council members are trying to bury this. Nobody is trying to push this on you, but we are not going to roll over and let them win.

Call the city clerk at (201) 547-5150 to put your name on the list to speak. If you are on the list you don't HAVE to speak, but if you don't call, you'll lose that option.

Another reason to attend -- you never know exacly who (ahem!) may show up to bash the ordinance.

What would your response have been if a certain other downtown developer hired Maria Pignataro to do publicity? I believe your response would have been more restrained to say the least. I'm not thrilled about the arrangement either, the Silvermans hiring Healy's PR person, but your response is disproportionate.
I'm disappointed that you have such a strong reaction to this and remain mute on the pay for play ordinance. The impact of pay for play has much wider repercussions for us all.

This city has very important business to conduct every moment of every day, and I'm not about to devote scarce resources to figuring out what started an argument at 2 a.m. in Atlantic City," Healy said yesterday.


When city employees and elected officials attend these conferences, they are acting as ambassadors for Jersey City. For Healy to condone such behavior is unacceptable, and demonstrates that his administration is deeply flawed. A first step would be to reprimand the city employee involved. These guys make us the laughing stock of NJ.

I t only took the second day, and technically the first few hours of the third, for the Jersey City contingent to make themselves known at the League of Municipalities Conference in Atlantic City.

According to some present, about 2:30 a.m. on Wednesday, in the Borgata hotel and casino's Gypsy Bar, a "physical" confrontation broke out. The star of the day seemed to be Jersey City Corporation Counsel Bill Matsikoudis. Also present were Carl Czaplicki, Mayor Jerramiah Healy's chief of staff, city Business Administrator Brian O'Reilly, Jersey City Councilman Bill Gaughan, the grandfatherly chief of staff for County Executive Tom DeGise, and Craig Guy, former police officer and another DeGise assistant.

There were no thrown punches, bodies rolling on the floor, nor blood, but there was plenty of shouting and screaming, shoving, and bumping of torsos. Hotel security broke up the altercation. The bar itself was shut down. It should be interesting to note that the Borgata Web site lists the Gypsy Bar hours and the latest it is ever open is 2 a.m.

Let us mention that according to Matsikoudis, nothing untoward happened.

"Someone is blowing this up way out of proportion," he said.

According to several others, the entire event started off with Matsikoudis confronting city Business Administrator Brian O'Reilly with the corporation counsel giving his opinion on the competency of O'Reilly's office. O'Reilly is said to have removed his glasses and said, "Go ahead, I'll give you the first shot."

Matsikoudis says it was a friendly conversation and suggested that he has had tougher exchanges with O'Reilly at City Council meetings. Yet, others say the heated exchange at the Borgata bar attracted all the other Jersey City parties and Gaughan volunteered to take O'Reilly's place to make it a fair fight because "I'm 70 years old."

What followed was what usually takes place at all past tavern conflicts in Jersey City between Healy and DeGise supporters. One side or the other shouts that their man is in the person who "is in (political) control" of the city and county, according to several sources.

Some claim Matsikoudis also lay claim to the Assembly seat now held by Lou Manzo of Jersey City and the 31st Legislative District. Perhaps, but if true, it is because the corporation counsel was probably aware that Gaughan covets the 32nd Legislative District Assembly seat now occupied by Joan Quigley of Jersey City.

Gaughan is said to have scoffed at Matsikoudis, saying that should there be a decision to ever replace Manzo, "We wouldn't replace him with you."

The intensity of the confrontation alarmed the Borgata staff to take action.

"I don't know about any of that because I left the bar with Craig Guy," said Matsikoudis.

Later that evening, the combatants all showed up arm-in-arm at a function honoring Healy and Newark Mayor Corey Booker. As they have at all past tavern brouhahas, they denied that anything serious occurred among them - and smiled.

At another party following the Booker and Healy affair, hosted by both DeGise and Healy, Matsikoudis interrupted a conversation between attorney Jim McCann and city Downtown Councilman Steve Fulop, according to Fulop and several county officials.

"He told Mr. McCann that because he was conversing with me that he could lose all business with the city," the councilman said yesterday. "McCann and I were totally stunned. We didn't know what to say to this raving person. Matsikoudis was totally out of control."

Matsikoudis did not seem to recall this incident.

"I said what to whom?" he repeated. "This is very strange." He then asked if his name was appearing in the Insider and whether this was journalistically worthy of mention.

Guess so.

Over the weekend we were in Western MA -- Northhampton and Amherst looking at schools. We noticed the local custom of obeying traffic laws. At crosswalks, when a pedestrian steps off the curb into the street, cars slow down, and STOP, and proceed once the pedestrian has made it to the other side! We were startled, amazed and delighted. At first we thought it was a fluke, but then noticed that all drivers followed the same routine. NJ has the same laws, but in Hudson County they are not followed.

Try stepping into a crosswalk in JC or Hoboken expecting cars to yield, and risk ending up at the JC Medical Center.

The city's web infrastructure is fair to poor, and spending the 20k on this progam, at least on the surface, seems like another bad decision.

The city can view the logs and see every site that employees have visited, and take disciplinary action if necessary. Of course if a PC is shared among more than one user - that would be a problem.

Jeez, just lay off and let him have some fun. GrovePath is probably 80 years old with a pacemaker, gets up at the crack of dawn to get his copy of JJ before it gets stolen from his doorstep, and painstakingly selects/posts the stories that WE at JCLIST might find interesting. Some gratitude - NOT!

We went to Suez on Friday night, and loved it! From downtown walk down Newark Ave., past little India, at the bottom of the hill left at Tonnele Ave and it is on the right. I've driven by there dozens of times, and never noticed it.

We noticed the paintings of whales, crab & seahorse on the front window.

We ordered the salad, eggplant and pepper appetizer, brown rice (may have been brown colored white rice?), calamari with red sauce, and fried boneless gruper - special not on the menu.
Everything was very tasty, and the fish was especially fresh and good. They also serve syrian bread with tahini to each table.

The owner's son was giving us a look curiosity while we were eating. He finally came over and asked if we'd been there before. We said no, and I mentioned the Voice article, and jclist. He wrote down jclist.com on a bit of newspaper and said he'd check it out. There have been lots of new faces, "Americans" in there lately, he mentioned, which was a good thing. I told him we'd be back!

Anyone understand Arabic? I'd like to know what Donald Duck is laughing about.

Time to police the police???

Something is not right downtown. All possible causes of the current problem must be looked at to find a solution.

Who is policing the police? I am not making accusations, but if I didn't know any better I'd think that there was a "good old boys" network in the JCPD that is a carry over from former chief Troy, and from prior chiefs.

In Hoboken it was discovered that the cops were taking naps while they should have been patrolling. 13 were reprimanded.

Can we count on the JCPD to police themselves -- not just in ward E, but everywhere in JC? We need Chief Comey to explain to us what is going on and what he plans on doing!

HOBOKEN - Thirteen members of the Police Department were reprimanded this week in the wake of a 14-month investigation that ended with the resignation of the department's highest ranking female police officer, said Chief Carmen LaBruno.

According to LaBruno, GPS tracking devices used as evidence against Capt. Karen Dimonde - who resigned last month after admitting that she wasn't showing up for her midnight-to-8 a.m. shift - proved that others on Dimonde's command were also slacking off.

"Our observations coupled with the GPS showed that a substantial number of officers were not patrolling or that their patrol patterns were inconsistent with our policy," said LaBruno, noting that there are roughly 25 cops assigned to the nighttime shift.

LaBruno said five police officers agreed to accept a three-day suspension, followed by five days of work without pay, five others were given reprimands and ordered to work without pay for one to three days, and three superiors received written reprimands.

The five officers who have accepted suspension are: Donald Rosso, William Collins, Glorybi Garcia, Ryan Dimone and Marco Grossman.

Police Officers Danilo Cabrera, Juan Madera, Leonard Cattaneo, John Cirillo and Michael Miranda have been given written reprimands and will give back various days, and Sgts. John Orrico, Anthony Pasculli and Peter Vannin received written reprimands.

Any future violations by these officers will result in them being fired, LaBruno added.

Detective Vince Lombardi, president of the Hoboken Police Officers Benevolent Association, called the disciplinary actions "severe and unwarranted."

"The officers involved were available and on patrol," Lombardi said. "The tracking system just shows that the car wasn't moving. To drive around in a police car for eight hours is physically and mentally impossible."

Lombardi had hoped the police officers would fight the administrative charges, but said they were likely intimidated by Dimonde's resignation.

About a month ago, my kid got slammed by a bigger kid riding a bike through the play area and got knocked backwards and hit his head on the concrete. There are always older bikers and skateboarders doing jumps off those concerete pyramids while little kids are playing there. Maybe the city is making the effort because they realize that, sooner or later, some kid is going to get seriously hurt because the play area is poorly designed and, without a fence, creates an unsafe environment. It's easier for the city to erect a fence than enforce the "no biking" rule.

Sorry if I think kids' safety is important, but I do. If that's bullshit, I'll live with it.
