I take issue with some of the negative comments in this thread. It's not as if the OP was asking for tax money to bail them out. I think that many of the JJ haters don't really care about or follow local JC stuff, and treat JC as a bedroom community.

The JJ is what it is, and is a reflection of it's customer base and the demographics of JC. The JJ haters don't read it now, and will double not read it in the future (if that is possible).

As someone wrote earlier, once it is gone it is gone. If continues to get published, it might get better.

Bottom of page 39:
Louis Manzo was on the list, the list of potential witnesses. State Senator/party boss Ray Lesniak was also on the list.

Top of page 40:

"Beside Taffet, the SEC named...Ronald Manzo of Bayonne, who is brother of Louis Manzo, the legislator federal authorities said was not involved."

BTW, I think that Lou Manzo served effectively in the state assembly, but that doesn't mean I think he'd make a good mayor of JC.

Let me guess - you don't care about local events and politics/elections in Jersey City? Most of us read the Jersey Journal for the coverage of local stuff, not the national news.
It would be a shame if the JJ stopped being published. And the political machines in Hudson County, here and "up north" would benefit greatly.

Ronald Manzo, Lou's brother, was convicted of insider trading. The book you reference mentions they were brothers, and did not accuse Lou of involvement. Your post is misleading.

Everything is rosy in Jersey City. Crime goes down every year. Taxes are stable. Despite the economic crisis, development continues, and hundreds of new jobs have poured into the city.

Do people need affordable housing? There were 221 units of affordable housing available in 2008 and 719 more planned for this year. This city is going green and there are plans to renovate more than a half-dozen parks. Put on your swim trunks because there is even a plan for a Lafayette pool.

This is pretty much the heart of Wednesday evening's State of the City speech by Mayor Jerramiah Healy. The mayor points out there is plenty of good news out there despite what these editorial pages would have you believe.

Here is a question. Have you ever heard a mayor, in an election year, say I can not do this job, I need help? Every administration has a glowing State of the City speech. It is so predictable, this opinion writer wonders why this newspaper still covers it.

Affordable housing has increased? How many rent control buildings have been eliminated over the years, and are still disappearing, because city agencies have failed to tell tenants about their rights? Jersey Avenue is a prime example of negligence where affordable housing has evaporated over the past 10 to 15 years.

There is no reason to go into the question of crime in the city. Every time the mayor says crime has gone down, there is a collective laugh in city homes.

Construction jobs for city residents on the waterfront are a myth. Let us not talk about going "green." Sorry, but fixing parks is part of the job description. How is the Sixth Street Embankment project going? Journal Square has a black hole. There is one less hospital in the city.

Good news? Ask the artists community about the empty promises of past administrations and the lip service of this one as the Powerhouse Arts District went from an interesting "neighborhood" concept to planned money-making skyscrapers. This mayor's middle name is "tax abatement."

If city officials are truly happy with the city's fiscal situation then why not provide voters with recent copies of their tax bills as they enter the voting booth in May.

Two Jersey City men were arrested on robbery charges moments after dragging a man into an alley at knifepoint and stealing his coat late Monday night, officials said today.

Angel Bonilla, 19, of Kearney and West Side avenues, and Wilfredo Rivera, 20, of Sip and Romaine avenues, were arrested on Clendenny Avenue at about 11:45 p.m. and charged with robbery, reports said.

The 25-year-old victim told police he was walking at Clendenny and West Side with a friend when a man pulled a knife on him and a second man grabbed him from behind and pulled him into an alley, reports said.

They took his NorthFace jacket, $72 in cash, and his house keys before walking away, reports said.

But the victim's friend, who moved away when the robbers approached, called police and gave them descriptions, reports said.

A responding officer spotted Bonilla and Rivera a few doors away and brought them to the scene of the crime, where the victim identified them as his attackers, reports said.

Tired old subjective criticism, not backed by facts. I take it the poster hasn't been following the City Council proceedings for several years. Would a "yes man" representing Ward E be preferable? Would that make downtown more "powerful"? If you believe that, Guy Catrillo may be the way to go.

Two former school officials at CREATE Charter School in Jersey City have accused Jersey City Councilman Steve Lipski, the founder and director of the school, of pressuring them not to report incidents of violence at the Lembeck Avenue school, according to a story in tomorrow's Jersey Journal.

Filed in Hudson County Superior Court on Jan. 29 by the former principal, Najla Solomon, and the former dean of students, Gloria Bennett, the lawsuit says that when the officials bucked Lipski's wishes, he retaliated against them and fired them.

Lipski tells Journal reporter Ken Thorbourne the allegations are "hogwash" and that he looks forward to clearing his and the school's name in court.

According to the lawsuit, Lipski literally ripped up about 90 school violence reports Bennett was about to report for the 2006-2007 school year. That year, the school wound up submitting just 10 incidents to the state, according to the lawsuit.

The following year, "a huge brawl" took place at the school, in which students were injured and some students were threatened with guns, the lawsuit states.

But again, Lipski refused to allow Bennett or Solomon report the incident to the police or county school officials because "it would look bad for the school," according to the complaint.

Bennett worked at the school from July 2007 to February 2008 and was let go for "budgetary reasons" along with two teachers, Lipski said.

Lipski said Solomon, who worked at the school from May 2006 to March 2008, was let go for cause, but he declined to elaborate since the matter is in court.

The plaintiffs are seeking reinstatement, back pay, punitive damages and attorney fees.

Lipski has until the first week of March to file an answer in court.

Last month, Lipski pleaded no contest to charges he urinated on concertgoers at a Washington, D.C., nightclub in November.

Lipski blamed a drinking problem for the incident and received probation. He has since announced he is not seeking re-election this year.

"I was very upset when I walked through the park today at 7.30 pm and saw a guy running two greyhounds in the children's playground. I regret not having confronted him but I thought to myself that a person so inconsiderate would perhaps not respond well to a confrontation.

I think that any parent and perhaps most dog owners agree with me that crossing the boundary of allowing your dogs into the playground is a mere lack of common sense. I wish our local authorities responded to these issues..."

A Jersey City building inspector is out on a $100,000 bail after being recorded by the FBI extorting thousands of dollars in bribes from people doing renovations, officials told The Jersey Journal.

In exchange for the cash, which he called a "gratuity,'' Randolph J. Condi would look the other way when it was inspection time, officials charge.

Condi extorted thousands of dollars "under the color of official right" in exchange for his official help in his capacity as building inspector with the Department of Housing, Economic Development and Commerce, Office of the Construction Code Official, according to the complaint provided by the US Attorney's Office yesterday.

During one recorded meeting with a cooperating witness doing construction work in Jersey City, Condi said the money was "not a requirement" but it "makes it easier for you. ... If you show gratitude we love it. ... If you're giving me a gratuity because I made your life easier, fine," according to the complaint.

In the case of a second property, an apartment building on Stuyvesant Avenue, Condi first issued a fine because the work was being done without required permits and then took bribes and gave advice on how to proceed without permits, the complaint says.

Condi told the man doing the work that he could face a substantial fine but that he would make sure he was fined the minimum as long as the cooperating witness "would take care of him," the complaint says.

He then told the witness to not to applying for permits because it would "open up a can of worms," the complaint says.

Condi then stopped at the apartment building every few weeks to collect a $500 bribe, the complaint alleges.

In one instance when the man only had $400 to give him, Condi "told him he would have to do better," the complaint says.

Condi surrendered to federal authorities on Jan. 29 and was released after posting the $100,000 unsecured bail, federal officials said.

BRADLEY BEACH, N.J. June 21 ? A municipal court judge in this shore town found the mayor of Jersey City guilty of obstructing justice and resisting arrest in a clash with a police officer a little more than a year ago, leading the mayor?s wife, Maureen, to hiss, ?It?s a disgrace.?

The mayor, Jerramiah T. Healy, said in a news conference after the verdict that he had no intention of resigning his office, and would most likely appeal the decision, rendered by a municipal court judge, John G. Colannino, who ordered Mayor Healy to pay $828 in fees and fines and then imposed a stay of 20 days.

?Naturally, I?m very much disappointed,? said Mayor Healy, who was elected in 2004.

The case had become a cause c?l?bre in Jersey City and here in this modest town, where Mayor Healy vacations and where his sister owns a bar.

It has also reopened questions regarding Mr. Healy and his participation in other bizarre incidents.

In 2004, as a councilman, he was photographed on his porch nude after a night of drinking. In 1999, he and his wife were arrested at their home in Bradley Beach and eventually pleaded to disorderly persons charges.

Neighbors claimed to have seen Mayor Healy, wrapped in a towel, struggling with police on his front porch. The towel eventually came off.

When asked about these incidents, Mayor Healy, a former assistant county prosecutor and municipal court chief judge, said of the police here, ?I don?t think they?re out to get me, I think they?re overzealous.?

It was last June that Mayor Healy, now 56, was at Barry?s Tavern, his sister?s bar, celebrating his niece?s graduation from the police academy. Mayor Healy testified that he had drunk five to seven beers over five hours. He said he was not drunk when he left the bar around 2 a.m. and found a man hopping on the hood of a car with a woman inside. Mayor Healy told the man to get off the car.

When the police arrived, Mayor Healy said that he told an officer, Terry Browning, that a woman the officers were interrogating wasn?t ?doing anything wrong.? He added, ?There?s nothing wrong here.?

Officer Browning testified that he told Mayor Healy to move along, but he did not. Many witnesses said that Mayor Healy pointed toward the officer, who grabbed his hand; a struggle ensued, and ended with Mayor Healy in handcuffs and pepper spray in his eyes.

A witness testified that Mayor Healy exclaimed, ?I?m the mayor of Jersey City.? But when Mayor Healy took the stand, he denied saying that.

In the course of the struggle, Mayor Healy?s wife fell to the ground. Whether she was knocked by officers or tripped was a matter of contention among witnesses.

At one point, officers testified, Mayor Healy squared off in a boxing stance.

Judge Colannino, after a two-day trial that featured 14 witnesses, sided with the prosecutor on many details. ?He was told to move on,? Judge Colannino said in reading the verdict Friday afternoon, concluding that Mayor Healy resisted arrest, a misdemeanor. ?He did not do that.?

Mayor Healy, in interviews over the past year as well as in court this week, portrayed himself as a Good Samaritan, a man who saw trouble and tried to intervene before the police arrived. He and his lawyers tried to convince the judge that the officers directly involved in the case, Terry Browning and William Major ? who, respectively, had been on the force for six years and almost six months ? overreacted out of inexperience.

Mayor Healy and other witnesses further claimed that he was sprayed with pepper spray while both of his hands were cuffed behind his back and he was lying face-down on the pavement. But Judge Colannino said that he believed the spray was unleashed before Mayor Healy was handcuffed.

Jason Shamy, the municipal prosecutor, said: ?He seemed to feel very strongly that he was wronged. The judge felt differently.?

The headline on an article in this newspaper on Monday advised: "Property tax bills not as bad as you think."

Really?

Jersey City property owners recently received quarterly tax bills that are about 28 percent higher than the fall bills.

City officials said they expect to see lower bills go out later this year that should provide an annual rate that's not significantly higher than 2008. The January tax bills are 3.5 percent higher than a year ago. The estimated municipal tax levy for 2009 is $151 million, the same levy as last year, they say.

The officials explained that the January and April quarterly bills are usually higher and then the July and October bills lower the tax rate once the City Council passes the annual budget in the spring.

The question here is that if city officials truly know that the tax increases are bigger at first and will be lowered later, then why not spread it out equally for all quarters? Why put such a burden on taxpayers who have to deal with bills, mortgages and other expenses? They want to know what fixed costs they have.

Comparing a tax bill to a previous year to justify a tax increase is a facetious explanation. Each budget is different. And by the way, the city is acting as if its budget is on a calendar year. Jersey City operates on a state fiscal year, July 1 to June 30.

Although yet to be approved, this budget is already in its eighth month. What is coming that they do not already know?

Most local governments do a draft budget, a temporary spending plan, and send out bills based on this estimate. What Jersey City officials are trying to determine is how much state aid the city will receive. State municipal aid has been reduced every year and considering the state's economic problems, there will probably be no increase.

Last year's budget benefited from a multimillion-dollar lawsuit settlement with Honeywell International. Jersey City received $15 million to plug a 2007-2008 fiscal gap. The city is expected to get $10 million this year from Honeywell, but it is not enough to make a significant impact.

Even if it were, using one-shot deals to balance the budget is a fiscally irresponsible way to run a city.

Yes, the tax bills are as bad as you think.

ALL residents in JC deserve high safety standards. Ward E (Downtown) doesn't deserve disproportionate resources for policing. Ianmac, is there something wrong with you?

Total irony, elvis-- I would agree.

I wonder too if this grovepath character actually lives in the neighborhood that he describes as "very quiet." From the fire-house alarms/ sirens, to the occasional street ruckus, to the seemingly constant construction projects, this wasn't my experience at all.

Also, I gotta back you up for not knowing what GP meant by the second "vintage shop" in the neighborhood. That's certainly not how I would describe that place on 3rd & Newark either.

Jersey Journal's parent company warns of newspaper's possible closure

The parent company of The Jersey Journal warned employees today that revenue troubles could force the paper to close by mid-April, according to a report by the newspaper.

Despite the announcement by the Evening Journal Association, publisher Kendrick Ross said he was optimistic a plan could be made to save the journal and a string of other weekly newspapers.

The Star-Ledger and Jersey Journal are both owned by Advance Newspapers.

Reminder: Vigil tonight to honor slain Downtown Jersey City deli owner

Residents of Downtown Jersey City's Hamilton Park neighborhood and students and staff of McNair Academic High School are planning a vigil for 7 tonight to honor Kiritkumar Parikh, the 57-year-old shopkeeper who was shot and killed during a robbery on Tuesday.

Mourners have left flowers and candles in front of the Coles Street deli where Parikh, who lived on Van Winkle Avenue in Jersey City, died.

The store is kitty-corner from the high school.

"Thank you for your many years of kind service to our community," a note from McNair students reads. "Although no words can really help ease the loss you bear, just know that you are very close in every thought and prayer."

The Hamilton Park Neighborhood Association has organized the vigil to be held at the gazebo in Hamilton Park.

Local officials have been asked to speak, the association said.

Any neighbors or friends who wish to speak can also say a few words, the HPNA said in a news release.

Information about donations to Parikh's family will be available.

The store is across the street from McNair Academic High School. The inexpensive sandwiches and 25 cent chips makes it popular with the students. Not only is this a tragedy for the family of the victim, but these kids will be traumatized as well.

Let's hope they catch the killer. I wouldn't be surprised if they're from outside of the area - such as Newark.

Woman attacked, robbed in Downtown Jersey City

Robbers hit a Downtown Jersey City woman in the head with a pipe and threatened to shoot her when they mugged her last night as she checked her mailbox in front of her Mercer Street home, cops told The Jersey Journal today.

The 54-year-old woman, whose home is near the intersection of Varick Street, was checking her mail at 6:15 p.m. when two robbers came up from behind her and hit her with the pipe, reports said.

When she began screaming, one of her attackers said, "Shut up or I will shoot you," reports said.

The thugs took her purse -- containing various credit cards -- a cell phone, and a plastic bag she was carrying with two shirts, reports said, adding the total value they got away with was about $375.

An ambulance was called but the victim refused medical attention, reports said.

Anyone with information is asked to call the Jersey City Police tipline at (201) 547-JAIL.

Drafting ordinances that single out specific breeds of dogs is impractical and unenforceable. There are existing laws on the books that control vicious dogs. Also, the leash laws should be enforced. See the definitions below. "vicious or dangerous dog" covers any type of dogs that may cause a problem.

1.Enforce the leash law:

? 90-16. Use of leash in public places.
[Amended 10-24-2007 by Ord. No. 07-168]

Except in an area designated as a dog run by the City of Jersey City Division of Parks and Forestry with official signage erected clearly indicating such dog run, no person who owns, keeps or harbors any dog shall suffer or permit it to be upon the public streets or in any of the public places of the city unless such dog is accompanied by a responsible person and is securely confined and controlled by one adequate leash not more than six feet long.

? 90-4. Animals running at large; impoundment.

Any animal led or permitted to run at large in violation of this article shall be impounded at the owner?s expense until the penalty for the violation is paid.





2.Control vicious dogs:


? 90-17. Duties of vicious or dangerous dog owners.
[Amended 12-23-1987 by Ord. No. C-651]

Ownership of a vicious or dangerous dog is subject to the following regulations at all times:
A. A vicious or dangerous dog shall not be owned by any person under the age of 18 years of age.
B. The owner of a vicious or dangerous dog must provide a proper enclosure to confine a vicious or dangerous dog together with the posting on the premises of a clearly visible warning sign that there is a vicious or dangerous dog on the property. Further, the owner shall conspicuously display a sign with a warning symbol that informs children of the presence of a vicious or dangerous dog.
C. No owner of any vicious dog shall allow such dog outside of the dwelling of the owner or outside the enclosure unless the dog is securely and humanely muzzled so that it shall be impossible for it to tear or otherwise wound with its teeth any human being or animals and shall be in the charge of a competent person over the age of 18 and securely held by a chain or leash not more than six feet long.
D. No owner of any dangerous dog shall allow such dog outside of the dwelling of the owner or outside the enclosure unless the dog is in the charge of competent person over the age of 18 and securely held by a chain or leash not more than six feet long so that it shall be impossible for it to tear or otherwise wound with its teeth any human being or animals.
E. Dogs shall not be declared vicious or dangerous if the threat, injury or damage was sustained by a person who at the time was committing a willful trespass or other tort upon the premises occupied by the owner of the dog or was tormenting, abusing or assaulting the dog or has, in the past, been observed or reported to have tormented, abused or assaulted the dog or was committing or attempting to commit a crime.
F. Any vicious or dangerous dog shall be immediately taken into custody and impounded or caused to be taken into custody and impounded by an animal control authority pursuant to ? 90-21 if the owner of the vicious or dangerous dog is in violation of this section. Thereafter, the dog may be destroyed or disposed of as provided by ? 90-21.
G. Any person who violates this section shall be subject to a fine of $1,000 or imprisonment for a period up to six months, or both.


? 90-12. Definitions. [Amended 12-23-1987 by Ord. No. C-651]

As used herein, the following terms shall have the meanings indicated:
AT LARGE - Off the premises of the owner and not under the control of the owner, or the owner?s agent or servant, by leash.
DANGEROUS DOG - Any dog:
A. Which, unprovoked, chases or approaches a person or a domestic animal in a threatening manner;
B. Which has propensity to attack or cause injury unprovoked or threaten humans or domestic animals;
C. Which possesses physical characteristics when unprovoked will inflict harm or create a reasonable apprehension of such harm in a person;
D. Which is owned or kept primarily or in part for the purpose of dog fighting or is trained for dog fighting; or
E. Not licensed according to law.
DOG - Any dog, bitch or spayed bitch.
DOG OF LICENSING AGE - Any dog which has attained the age of seven months or which possesses a set of permanent teeth.
OWNER - Every person having a right of property in a dog and every person who has such in his or her keeping.
PROPER ENCLOSURE OF A VICIOUS OR DANGEROUS DOG - While on the owner?s property, a vicious or dangerous dog shall be securely confined indoors or in a securely enclosed and locked pen or structure, suitable to prevent the entry of young children and designed to prevent the animal from escaping from the enclosure. Such pen or structure shall have secure sides and a secure top and shall also provide protection from the elements for the dog.
PUBLIC PLACE - Includes every sidewalk, gutter, street, park or any other place within the city which is accessible to the general public.
VICIOUS DOG - Any dog which, unprovoked, bites or causes physical injury to a human or a domestic animal.
