Because it's Jersey City and they don't have to.

My question is ummm why did the cops, see all of this and then only put on the sirens instead of actually putting on sirens and geting out of the car?

Jersey City cops: Man beaten senseless after parking spot dispute

By Michaelangelo Conte/The Jersey Journal

May 25, 2010, 5:20PM

A 53-year-old Jersey City man was beaten senseless last night after he got into an argument over a parking spot near Journal Square, police told The Jersey Journal today.

Officers witnessed part of the attack around 9:15 p.m. at Vroom Street and Bergen Avenue when they happened to drive past, police said.

The Montgomery Street victim told police he was backing into a parking space on Vroom when a car pulled into it, front-end-first, on the one-way street, reports said. He said he pulled out of the spot but the other car did, too, so he parked there after all, reports said.

The man said he was walking away when his attackers got out of the other car and began yelling at him over the parking spot, police said. They then tried to take his cell phone and chain, breaking both, reports said.

Officers on patrol spotted the victim backed against the closed gate of a store where he was punched in the head until he collapsed and went into a fetal position, reports said.

The officers activated the cruiser's siren but the assault continued until the cops displayed their badges, reports said, adding that by then the victim's face was swollen, his vision blurry and he was incoherent.

An ambulance took the man to the Jersey City Medical Center where he said his right eye was "going dark," reports said.

Cops arrested Ahmed Elgawly, 24, of Emerson Avenue, Mohamed M. Abdelaziz, 23, of St. Paul's Avenue, and Islam Elgawly, 20, of Vroom Street, charging them with robbery and aggravated assault, reports said.
