City council should allow unlimited time to speak. However, the speaker has to sit on a dunk tank and has to leave when one of the council members hits.

Either way, I have no problem with this rule because it is one way to combat that certain contingent of people (not saying you are one of them) who come to every single meeting and feel the need to make comments or ask (often inane) questions about every single ordinance and drag out the meetings for hours when there are other residents with a quick comment or question who have to work the next day and/or kids to put to bed. It's the price of democracy I guess but the way certain individuals act that result in meetings being dragged out so long is really frustrating and comes off as inconsiderate to those who don't need to ask questions about every single ordinance and filibuster with their comments.

The city council has reduced public speaking from 5 minutes to 3 minutes, so it is difficult to have the time to speak on more than one subject. If you want to speak on garbage removal that effects your property or the museum, you must choose what to speak on.

At a yearly cost of $12 million, Mayor Fulop’s planned art museum, known as Pompidou Jersey City, will be one of the largest single items in Jersey City’s budget, larger than Health and Human Services and Youth Development and Recreation combined, if approved by the city council. Yet, surprisingly to some, there’s been little pushback from local social justice and arts advocates against the massive financial commitment.
