Anthony Monteleone, 46, of Jersey City, was charged with harassment, endangering the welfare of a child and possession of a controlled dangerous substance (marijuana), according to Police Det. Lt. Edgardo Cruz.

Around 6:30 p.m. last night, Hoboken police officers were dispatched to the area of Newark Street and Sinatra Drive to speak with victim.

The victim advised the officers that as she tended to her child, the defendant approached from behind and lifted her child up from the ground. The victim, shocked, took the child away from him, officials said.
