When I attended the NJFOG,concerning sunshine and open government a woman stated she asked for emails the city was collecting from residents concerning animals license. The town I believe was Bloomfield. The city gave her the emails but not the names of the pets. That was considered private. I guess every town makes up their own rules. Jersey City is not a transparent city compared to other towns.

Jersey City Mayor Steve Fulop vowed to run a transparent City Hall, but the mechanics behind his administration have become increasingly murky.

The Jersey Journal requested dozens of public records last year, among the record-setting 2,000-plus total requests filed with the City Clerk in 2015 (up from 607 requests in 2006). Undeniably public documents like salary records and contracts were usually returned within the seven-day window required by the state Open Public Records Act.

About a dozen of the newspaper's requests, mostly for city officials' emails, were denied entirely, sometimes after officials asked for repeated extensions beyond the seven-day requirement.
