General rule of thumb is if it's permanent (concrete footings) and four feet or over, you'll need a permit and an inspection.

Of course, if its a direct replacement, you can probably get away with it.

Not that I'm aware of. I've done it 3 times with my houses in DTJC. The rules do require that if you put up the fence then the better-looking side of it needs to face your neighbor's property. Talk your neighbors in advance to be sure there's no dispute about who owns the old fence you want to tear down. As the old saying goes:

"Good Fences Make Good Neighbors"
