A Jersey City man attacked a 13-year-old boy at School 3 on Monday, and then assaulted a teacher who tried to intervene, according to police. Melvin Mallard, 47, of Jersey City is charged with aggravated assault and endangering the welfare of a child. On Monday afternoon the 13-year-old boy was leaving the Bright Street School when a classmate?s mother began yelling that he was bothering her daughter.
