I have heard several people say that.

I voted for the state/county offices and then my eyes took me to the school board ballot. It kind of glossed over the public questions, which were in red and in between the ballots. I only found them because I was consciously thinking about them.

I thought this was just cognitive laziness on my part but a lot of people have said they missed the public questions.

I missed the public questions. My eyes just didn't see them on my sample ballot and at the booth. Didn't they used to be at the bottom?
